A. 
Establishment of Department. There is hereby established a Department of Public Works, the head of which shall be known as the Superintendent of Public Works.
B. 
Superintendent of Public Works: appointment, duties, bond. (N.J.S.A. 40A:9-156; 40:87-30, 30.2; 40:87-60)
(1) 
Creation of office; appointment. The office of Superintendent of Public Works is hereby created. He shall be appointed by the Mayor and Council.
(2) 
Duties; supervisions. The Superintendent of Public Works shall be in charge of and have supervision over:
(a) 
Parks.
(b) 
Roads, streets and sidewalks.
(c) 
Road equipment, trucks and materials.
(d) 
Storm sewers.
(e) 
Sanitary sewers.
(f) 
Sanitation.
(3) 
Additional duties.
(a) 
The Superintendent of Public Works shall make minor repairs to road, police and fire equipment and shall see that the equipment is maintained in running order, free from mechanical defects.
(b) 
He shall discharge such other duties as the Council may impose from time to time, consistent with the duties specifically set forth in this section.
A Fire Department has been established in the Borough of Somerville. The Department shall consist of the Fire Committee of the Council of the Borough, a Chief, a Deputy Chief, the members of Somerville Engine Co. No. 1, Central Hook and Ladder Co. No. 1, West End Hose Co. No. 3, Lincoln Hose Co. No. 4 and such additional members as the Borough Council may from time to time hereafter accept and approve. Provisions regulating the operation of said Department are as set forth in Chapter 18, Fire Department, of the Code of the Borough of Somerville.
A Police Department has been established in the Borough of Somerville. The composition and official membership of the Department are as provided in Chapter 33, Police Department, of the Code of the Borough of Somerville.

Director and Code Enforcement Officer. There is hereby established a Department of Community Development, the head of which shall be the Director of Community Development who shall be appointed by the Mayor with the advice and consent of the Council for a term of one (1) year and until his successor shall have been appointed and qualified. He shall also serve in the position of the Code Enforcement Officer established in Section 5-46 of the Code of the Borough of Somerville. The Director of Community Development shall serve as the Borough of Somerville's Construction Official. The Director of Community Development shall be responsible for the general administration of the Department, for the supervision of all personnel assigned thereto, and if not specifically delegated by law to a different official, for the enforcement of all statutes, codes and ordinances referenced in Subsection B, hereof.

B. 
Composition. The following offices, agencies, and personnel therein or in support thereof, excepting the Health Officer, are assigned to the Department of Community Development for administrative purposes: the Uniform Construction Code Enforcing Agency; and such other inspectors and personnel within the local enforcing agency responsible for the enforcement of the Uniform Fire Safety Act and the Uniform Fire Code; the Planning Board; the Zoning Board of Adjustment; and all other officers and employees of the Borough designated to enforce statutes, codes, and ordinances concerned with land development, zoning, occupancy of premises, use of land or premises, safety of land or premises, property maintenance, housing or otherwise referred to in Section 5-46 of the Code of the Borough of Somerville.
C. 
Deputy Code Enforcement Officers; authority. Within the Department there shall be Deputy Code Enforcement Officers consisting of each officer, official, and inspector within the Department who is hereby designated a Deputy Code Enforcement Officer in addition to any other office or position he may hold and is empowered to exercise and authorized to perform the functions of the Code Enforcement Officer, and such other persons who shall be appointed to the office by the Mayor with the advice and consent of the Council. The Code Enforcement Officer and Deputy Code Enforcement Officers are, unless a license, permit, or certification issued by the State of New Jersey is required therefor, hereby authorized to enforce all statutes, codes and ordinances referenced in Subsection B, hereof.

Director of Engineering and Parking Operations. There is hereby established a Department of Engineering and Parking Services, the head of which shall be the Director of Engineering and Parking Operations who shall be appointed by the Mayor with the advice and consent of the Council for a term of one (1) year and until his successor shall have been appointed and qualified. The Director of Engineering and Parking Operations shall be responsible for the general administration of the Department, for the supervision of all personnel assigned thereto, and if not specifically delegated by law to a different official, for the enforcement of all statutes, codes and ordinances referenced in Subsection B hereof.
B. 
Composition. Employees that are tasked with duties that are primarily related to engineering and parking operations shall be assigned to the Department. Those employees shall consist but not limited to those that conduct parking sales, parking lot capital planning, parking enforcement, parking collection, engineering support.

A. 
There is hereby established a Department of Recreation consisting of a Director of Recreation who shall be the head of the Department and such subordinate officers and employees as shall be authorized by resolution of the Governing Body.
B. 
The Department of Recreation shall, within the limitations of available funding, plan, develop, implement, conduct, supervise and control programming of recreational activities.
C. 
The Director of Recreation shall be in charge of and have supervision over the operation of the Department of Recreation and shall supervise and/or perform recreational activities and recreational related functions and duties as assigned to the Department. The Director shall report to the Borough Administrator.
D. 
The Department of Recreation will be funded through the municipal budget and all revenue received shall be paid over to the Borough of Somerville.
