A Length of Service Awards Program (LOSAP) is hereby created
in accordance with Chapter 388 of the Laws of 1997, to reward members
of the volunteer Fire Department and the volunteer First Aid and Rescue
Squad of the Borough of Somerville for their loyal, diligent, and
devoted services to the residents of the Borough of Somerville.
The LOSAP shall provide for fixed annual contributions to a
deferred income account for each volunteer member who meets the criteria
set forth below; that such contributions shall be made in accordance
with a plan that shall be established by the Mayor and Council of
the Borough of Somerville pursuant to P.L. 1997, c. 388 (N.J.S.A.
40A:14-183 et seq.); and that such plan shall be administered in accordance
with the laws of the State of New Jersey, the U.S. Internal Revenue
Code, and this chapter.

The LOSAP shall provide for annual contributions to each eligible
member who meets the criteria as follows:
A. Somerville Fire Department. Each active member of the Somerville
Fire Department who accumulates at least one hundred (100) points
and have responded to twenty-five percent (25%) of alarms in a calendar
year effective January 1, 2009 will have funds deposited into a tax
deferred income account as defined by borough resolution.
B. Somerville First Aid and Rescue Squad. Each active volunteer member
of Somerville First Aid and Rescue Squad who accumulates at least
one hundred (100) points will have funds deposited into a tax deferred
income account as defined by borough resolution.
C. Somerville Fire Department and Somerville First Aid and Rescue Squad
shall be eligible to receive into a tax deferred income account up
to a maximum of seven hundred fifty dollars ($750) per individual
per year for those individuals that qualify effective for the year
2013.

D. Effective 2014, the Length of Service contribution shall have an
automatic annual Consumer Price Index adjustment as provided by law.

The estimated cost of the program has been calculated as follows:
For regular annual services: sixty thousand dollars ($60,000)
per year.
Each active volunteer member shall be credited with points for
volunteer services provided to the volunteer Fire Department and volunteer
First Aid and Rescue Squad of the Borough of Somerville in accordance
with the following schedules:
A. Somerville Fire Department — See Schedule A.
B. Somerville First Aid and Rescue Squad — See Schedule B.
This chapter shall be effective January 1, 2002 following final
adoption, approval by the Mayor, and publication in accordance with
law, and provided further, it is approved by voters as a public question
at the next general election.
