There is hereby established within the Borough of Somerville the position of Elevator Inspector, who shall be appointed annually by the Mayor with the advice and consent of the Council. It is permissible that the borough appoint a third-party agency to the position of Elevator Inspector.
The Elevator Inspector shall inspect, semiannually, all elevators within the borough and shall provide certification authorizing the usage of each such elevator. In lieu of such inspection, an elevator may be authorized for usage by the Elevator Inspector where there has been produced a certification by an authorized elevator company or responsible, liable insurance company providing liability insurance coverage for such elevator.
The Elevator Inspector shall, in addition to the duties herein specifically provided, perform such other duties as may from time to time be prescribed by resolution of the Mayor and Council.
All owners of elevators within the borough shall annually pay a registration and inspection fee in accordance with the guidelines promulgated by the Department of Community Affairs, Division of Housing and Development.
Any inspection requiring immediate attention by the Elevator Inspector due to malfunction of the elevator, improper service or any violation shall result in an additional charge of twenty-five dollars ($25) per elevator per inspection.
All fees or charges set forth herein shall be liens against the property in question.
