The owner of each building intended for human occupancy along the line of any sewer now or hereafter constructed in the borough, or the owner of any such building with a right of access to any sewer now or hereafter constructed in the borough, shall connect each building on such property with a sewer. No connection shall be made to the trunk unless permitted after application therefor to the Borough Engineer.
As sewers become available to serve buildings on any properties in the borough, the borough shall order each owner of property along the line of said sewer to connect each building on such property with said sewer in accordance with the terms of this chapter.
The borough shall designate one (1) of its proper officers to give notice to the owner of property with respect to which an order is issued pursuant to this section of this chapter. Such notice shall be addressed to the owner of said property as the name of said owner appears in the last tax duplicate of the borough, shall describe the property by lot and block designation as the same appears on the Tax Map of the borough and by the street address, if a street address exists, and shall state that by order of the borough the owner is required to connect each building on said property with a sewer in accordance with the terms of this chapter within twenty-eight (28) days after the service of such notice as hereinafter provided, and said notice shall also describe the penalty which may be imposed hereunder for failure to comply with said notice and order in accordance with the terms of this chapter. Said notice may be served on the owner personally or by leaving it at his usual place of abode with a member of his family above the age of fourteen (14) years. Said notice may also be served within or without the limits of the borough by mailing same by certified mail to the last known post office address of said owner as same appears on the last tax duplicate of the borough.
It shall be unlawful to install any building sewer or to make any connection to the public sewer without first obtaining a building sewer permit, and such installations and connection shall be made under the direction and supervision of the Borough Engineer in the manner hereinafter set forth. The building sewer permit must be obtained before a building permit will be issued with respect to new construction.
A. 
Building sewer permits shall be of two (2) classes:
(1) 
For residential and public buildings and commercial service.
(2) 
For service to establishments producing industrial wastes or laboratory wastes, or both.
B. 
Prior to approval of any connection for industrial discharge, the applicant shall submit with his request the following information:
(1) 
Name of company or person.
(2) 
Location (address).
(3) 
Product, service or activity.
(4) 
A plan showing the proposed connection with a description of the method for flow determination and parameter monitoring.
(5) 
Complete schedule of all process waters and industrial wastes produced or expected to be produced at the property, including a description of the character of each waste, the daily volume and the maximum rates of discharge and representative analysis.
(6) 
The time period for which the connection to the system has been requested. For periods other than "indefinite," a renewal request for the discharge will be required to be submitted to the Plumbing Inspector at least one hundred twenty (120) days prior to the expiration of the current approval.
(7) 
Such other information as is deemed necessary by the Plumbing Inspector.
The owner or his agent shall make application for such permit on a form furnished by the borough. The permit application shall be supplemented by any plans, specifications or other information considered pertinent in the judgment of the Borough Engineer or required by state law.
Permits will expire four (4) weeks after the date of issue but will be subject to renewal for such further periods not to exceed a period of ninety (90) days.
Where the building sewer has been extended by the borough from the main or lateral to the curb or property line, the applicant, after securing the building sewer permit, shall notify the Borough Engineer when the excavation is made and the pipe is installed and connected. No backfill is to be placed without the written permission of the Borough Engineer.
Where the building sewer has not been extended by the borough from the main or lateral to the curb or property line, the applicant, after securing the building sewer permit, shall do all the excavation required and shall notify the Borough Engineer twenty-four (24) hours before the excavation is ready for the installation of the branch connection. Street opening fees, backfilling and repaving shall be as required under the Excavations Ordinance[1] at the expense of the applicant, and he shall post a bond for the completion thereof if the work is not done by the Public Works Department.

All excavations for building sewer installations shall be adequately guarded with barricades and lights to protect the public from hazard by and at the expense of the applicant.
It shall be the duty of the Borough Engineer, when notified, to inspect the installation of any building sewer to determine whether same complies with all the provisions hereof and any other ordinances of the borough the enforcement of which is within his jurisdiction. When it is satisfied that the installation complies with the aforesaid requirements, he shall evidence his written approval on the permit.
The owner of any premises upon which the building sewer and connection are or are to be installed shall indemnify the borough from any loss or damage that may indirectly or directly be occasioned by the installation thereof.
A separate and independent building sewer shall be provided for every building.
A. 
Old building sewers may be used in connection with existing buildings or new buildings only when they are found, upon examination and testing by the Borough Engineer and, if necessary, the Plumbing Inspector, to meet all the requirements of this chapter.
B. 
The owner of any premises which shall be required to connect with the borough system shall, within a reasonable time with respect to any such building or when it becomes a safety hazard in the opinion of the Borough Engineer, fill in all septic tanks or cesspools on the premises.
In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sewage carried by such drain shall be lifted by pumps or ejectors as approved by the Borough Engineer and discharged into the building sewer. Said pumps or ejectors shall be installed in sets of two (2), with an automatic switch for alternate cycling.
Lampholes shall be constructed on each service connection in back of the curb and shall consist of a cast-iron T-fitting, a section of four-inch cast-iron pipe to ground level, a brass ferrule and brass screw cap.
Cleanouts or lampholes shall be constructed every fifty (50) feet and at any change in horizontal direction or vertical grade.
Sewer service connections shall be made into existing lateral sewers as directed by the Borough Engineer.
All street and sidewalk replacement shall be in accordance with borough ordinances.
All work required under this Article shall be done at the expense of the applicant.
