All dead or diseased trees or portions of such trees, or any
trees or portions of trees deemed necessary for removal by the Borough
Engineer or Borough Parks and Recreation Director, which are deemed
reasonably useful for firewood or wood by-products after removal from
borough lands by borough employees in the performance of their duties
during any calendar year, shall be sectioned or shredded and stored
as firewood or wood by-products in such a manner and at such place
as designated from time to time by the Borough Parks and Recreation
Director.
From time to time, the Borough Parks and Recreation Director
shall conduct a duly advertised public sale of all stored firewood
and wood by-products. The time, place and manner of such sale and
the price and the unit or quantity of wood for sale available to any
one purchaser shall be determined by the Borough Parks and Recreation
Director. However, in the event that there are more prospective purchasers
than available units of wood, no more than one (1) cord of wood shall
be sold to any one (1) purchaser. In the event that there are more
prospective purchasers than available units of wood for sale, then
the Borough Parks and Recreation Director shall create and maintain
a waiting list of prospective resident purchasers. Persons on such
list shall have a priority to purchase at the next sale. Borough residents
shall have a preference over nonresidents, and no wood shall be sold
at any sale to nonresidents unless and until all resident purchasers
have had the additional opportunity to purchase all remaining units
of wood at the set price.

All proceeds of any sale conducted by the Borough Parks and
Recreation Director shall be payable to the Borough of Somerville
and shall be deposited in a trust fund specifically designated for
trees and shrub replacement on borough lands.

The following standards shall apply to the placement of street
trees:
A.Â
Street trees shall be located where they will not interfere with
curbs, sidewalks, driveways, electric or telephone wires and poles,
utility lines or pipes located above or below the ground, where they
will not interfere with proper distribution of light from street lighting
fixtures and where they will not interfere with proper sight distance.
B.Â
Street trees shall be placed approximately 50 feet on center and/or
as required by local land use boards taking into account the location
of utility structures and driveways and other structures.
C.Â
The choice of tree species shall be approved by the Borough and/or
the appropriate land use board.
D.Â
The species that shall be planted within the Special Improvement
District shall be Japanese Tree Lilac.
E.Â
If shade trees are required by the appropriate land use board or
the Borough and are unable to be planted, the applicant shall pay
a fee of $650 per tree to the Borough.
