No person shall distribute or sell or have in his possession with intent to distribute or sell in the borough any fluid milk products or nonfluid dairy products which contain any water, drug, chemical, preservative, coloring matter, condensed milk or any substance of any kind or character which has been added, except as now or hereafter provided or permitted by law.
It shall be the duty of each licensee to whom any license is issued pursuant to this chapter and of each person in charge of any dairy or other premises where either fluid milk products or nonfluid dairy products are produced, handled, sold or distributed, if he has reason to believe that there is on any such premises any person sick or afflicted with any contagious, infectious or venereal disease, to report such suspicion forthwith to the Secretary of the Board of Health or the Health Officer. Such report shall state the name of the supposed disease and the name, age, sex, color and exact location and residence of the sick person.
Upon each vehicle and place used in said borough in the sale, delivery or distribution of either fluid milk products or nonfluid dairy products, there shall at all times be displayed in plain sight a current license, sign, plate or insignia furnished by the Board of Health in accordance with and pursuant to the provisions of this chapter.
Each license issued pursuant to the provisions of this chapter shall be subject to suspension and revocation for cause, including the violation of any of the provisions of this chapter, in the manner as provided as follows:[1]
A. 
This Board shall have the right to revoke any permit, license or permission whenever the holder thereof or any of the officers, servants, agents or employees of such permittee or licensee violate the terms under which such permit, license or permission was granted. Before any permit or license shall be revoked, a notice of the violation charged shall be served upon the holder of said permit or license, setting forth such charges as may be the reason for such revocation, and the place, day and hour when this Board will hear said charges.
B. 
Whenever charges shall be made for the violation by the holder of any license or permit of any of the terms under which said license or permit was issued, this Board, the Health Officer, or inspector shall have the right to suspend the operation of said license or permit pending the hearing to be held on said charges.
