The office of director of planning and development is hereby created.

The director of planning and development shall be appointed by the city administrator, subject to confirmation by the city council, and shall receive such salary as is established in the annual budget.

The director of planning and development shall have the following powers and duties:
(a) 
Have charge of the department of planning and development of the city.
(b) 
Plan for the extension and development of city facilities, including, but not limited to sewer plant expansion, storm drainage system development, parks program development and planning for development of residential, commercial and industrial areas.
(c) 
Coordinate with and assist the planning commission in the development of long-range master and general plans.
(d) 
Provide staff assistant to the planning commission.
(e) 
Submit an annual budget to the city administrator for his approval, rejection or amendment.
(f) 
Such other functions and duties as the city administrator may, from time to time, specify.
