The office of the director of public works of the city is hereby
created and established.

The director of public works shall be appointed by the city
administrator, subject to confirmation by the city council, and shall
receive such salary as is established in the annual budget. The director
of public works shall serve under the supervision of the city administrator.
The director of public works shall have the following powers
and duties:
(a) Have charge of the department of public works of the city.
(b) Be the ex officio superintendent of streets of the city, and perform
the duties and possess the powers required by any law now or hereafter
enacted relative to street superintendents.
(c) Have control and supervision over all the public works of the city,
including but not limited to streets and street improvements, water
system, sanitary and storm drain sewer systems and sewer plans, sanitary
landfill sites and operations, maintenance and service yards and buildings,
public buildings and facilities, municipal airport and hospital facilities
and the maintenance of parks, grounds and appurtenant facilities.
(d) Coordinate with and assist the director of planning and development
in the planning of the extension and development of city facilities
and public works.
(e) Submit an annual budget to the city administrator for his approval,
rejection or amendment.
(f) Such other functions and duties as the city administrator may, from
time to time, specify.
