The chief of police may regulate and control traffic at all
intersections within the city to provide for the orderly progress
of parades and funeral processions.

(a)
When the city council finds and determines that a motor vehicle loading
and unloading are or can be a hazard to vehicular or pedestrian traffic
in any area, the city council may designate such areas by resolution
as "Parallel Parking – Loading Areas" and no motor vehicle shall
park to load or unload goods or wares of any description save and
except parallel and adjacent to the curb.

(a)
No vehicle shall be parked for a longer period of time than ten minutes
on any street or portion of street on which parking signs are erected
informing the public that parking is limited thereon to a period of
ten minutes.
(b)
No vehicle shall be parked for a longer period of time than three
hours on any street or portion of street on which parking signs are
erected informing the public that parking is limited thereon to a
period of three hours.

(a)
A person commits the offense of engine braking if the person is operating
a motor vehicle engine brake within the city limits.
(b)
Any and all violations of this chapter shall be punishable either
as an infraction or a misdemeanor, at the discretion of the city attorney.
(c)
A person is not in violation of this section if the person uses an
engine brake in an emergency situation to avoid imminent danger to
a person or to property.
