It is the policy of the City to preserve the peace and tranquility and the greatest beneficial use by the public of the City parks. Special events, in which the public is invited to participate in a community wide celebration, may be permitted subject to the following requirements.

Any request for a special event to be held at a City park shall be made to the City Council. The sponsoring group shall provide the council with the full and complete plans for the special event including but not limited to hours, expected attendance, concession operations, program, advertising/promotion plans, sound amplifying equipment, cleanup plans and security needs.

When a special event is approved and authorized by the City Council, applicants shall:
(1) 
Pay in advance the cost of City police officers who shall be in continual attendance until such time as all participants have dispersed;
(2) 
Pay in advance a cleanup deposit in an amount set by the City Council. This deposit, or an applicable portion thereof, will be returned to applicants if the park facilities are cleaned up to the satisfaction of the public works director by a specified time on the following morning.
These fees shall be paid to the City finance director. And refunds, if any, shall also be disbursed by this official.
Noncommercial use of sound-amplifying equipment may be allowed at Kerr Park or Wood Park, but at no other City parks. Only applicants of special event, authorized by the City Council, may use sound-amplifying equipment and they are subject to the following regulations:
(1) 
The only sounds permitted are music or human speech.
(2) 
Operation shall be permitted only between the hours of ten a.m. and midnight.
(3) 
The human speech and music amplified shall not be profane, lewd, indecent or slanderous.
(4) 
The volume of sound shall be controlled so that it will not be audible for a distance in excess of two hundred feet from its source and so that said volume is not unreasonably loud, raucous, jarring, disturbing or a nuisance to persons within the area of audibility.
(5) 
No sound-amplifying equipment shall be operated with an excess of fifteen watts of power in the last stage of amplification.
