There is established a senior citizens commission for the City.

The commission shall consist of seven members serving without pay and one ex-officio member from the parks and recreation department. Five members shall be residents of the City, two members may be nonresidents of the City. Five members shall be at least sixty years of age.

Members of the senior citizens commission shall be appointed by the mayor with the City Council's consent for overlapping four year terms.

(a) 
Vacancies. Vacancies on the commission occur through the resignation of a member, the expiration of the term of a member, death of a member or removal of a member with or without cause. All members of the senior citizens commission shall serve at and during the pleasure of the City Council.
(b) 
Removal. A member who fails to attend at least nine out of the regular twelve commission meetings during a year without a valid excuse is presumed to be in nonperformance of duty and may be removed for cause by consent of the City Council.
(c) 
Appointments to fill vacancies. When there is a vacancy on the commission, it shall be advertised by the City Clerk and a list of applicants assembled for interview by the City Council. The vacancy shall be filled by the mayor with consent of the council.
Upon expiration of a term, a member may reapply and be reappointed; however, no member shall serve more than three consecutive terms.
Applicants appointed to fill vacancies in unexpired terms may only serve until the expiration of that term. The commissioner would have to reapply to receive appointment to a full term.

At the first meeting of each calendar year, the commission shall elect a chairman and vice-chairman to serve one year terms. Officers shall be elected annually.

The commission shall select a secretary who need not be, but may be, a member of the commission. If no other secretary is chosen, the ex-officio member shall serve in that capacity. It shall be the duty of the secretary to keep minutes of each meeting and record the actions taken. When a roll call vote is taken the chairman shall vote last. Minutes and recommendations shall be expeditiously forwarded to the city council for review. The secretary shall submit to the parks and recreation department at least a week prior to the next regular meeting a draft agenda for that meeting.

(a) 
Meetings. The commission shall hold a regular meeting each month. Special meetings may be called by the chairman or ex-officio member provided that notice of the meeting shall be made in accordance with all pertinent federal, state, and local laws.
(b) 
Quorum. Four members shall constitute a quorum of the commission. During a time when there are two or more declared vacancies, business may be transacted by three commissioners.

(a) 
The commission shall adopt rules for its procedures and transactions of business consistent with the state and city laws.
(b) 
A record of the resolutions, transactions, findings, and determinations of this commission shall be on file in the city clerk's office and shall be a public record.

The commission serves in an advisory capacity to the city council. Its duties are to research, review, and make recommendations on projects, questions, or other matters pertaining to senior citizens that are initiated by the city council or commission itself.
