The amounts of all charges provided for in this chapter, including but not limited to water rates, connection fees, deposits, turning on charges, penalties, and reconnection fees, shall be set from time to time by resolution of the city council, in accordance with this chapter and California law. The failure to pay any charge established by resolution of the city council adopted pursuant to this chapter shall constitute a violation of this code.
Notwithstanding the above, the water rates established by City Ordinance No. 1218-13 shall remain in effect until such time that the city council adopts a resolution establishing new charges therein.

All water charges, fees, and deposits shall be paid at the time service is requested. No grading, building, plumbing, or electrical permit shall be issued until said water charges, fees, and deposits are paid.

Each charge levied by or pursuant to this chapter or any resolution adopted pursuant to this chapter is a lien upon the premises which received the benefit of the service or facility for which the charge was made, and the property to which service was provided, and any steps authorized by law may be taken by the city to enforce payment of such lien.

(a) 
When due. Water bills are due and payable on the Twentieth day of the billing month.
(b) 
Penalties. Any bill which is not paid on or before the due date shall be subject to a ten-percent penalty. If the bill is not paid within sixty days of the due date, the water service may be discontinued, and an additional charge for the subsequent turning on shall be paid by the consumer.
(c) 
Discontinuance of service. When a service is discontinued due to nonpayment of bills, service shall not be resumed until all charges and penalties are paid. All charges and penalties which are not paid shall be a lien on the property.
(d) 
Vacant premises. Water charges shall be paid for vacant or untenanted premises unless and until notice of the vacancy and a request for discontinuance of service is made at the office of the finance department.
