Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XV (§ 150-67), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XVI (§ 150-68), attached to and made a part of this chapter, with the following exception: commercial vehicles providing deliveries to commercial establishments in the Borough are permitted to park upon the streets described in Schedule XVI (§ 150-68) between the hours of 6:00 a.m. to 9:00 p.m. for a maximum of 20 minutes. Commercial vehicles must keep one lane of traffic open and shall move their vehicle if parked in front of another property's driveway when asked.

No person shall offer for sale or sell, or offer to buy or buy any goods, wares, or merchandise, from a vehicle parked upon any street or in a public parking lot in a metered or unmetered parking space. Borough Council only may waive enforcement of this provision for Borough-sponsored or -approved community events.

A. 
Except as may otherwise be provided in this chapter, every vehicle standing or parked upon a two-way highway shall be positioned parallel to and with the right-hand wheels within 12 inches of the right-hand curb or, in the absence of a curb, as close as practical to the right edge of the right-hand shoulder.
B. 
Except as may otherwise be provided in this chapter, every vehicle standing or parked upon a one-way highway shall be positioned parallel to the curb or edge of the highway in the direction of authorized traffic movement with its right-hand wheels within 12 inches of the right-hand curb or, in the absence of a curb, as close as practical to the right edge of the right-hand shoulder, or with its left-hand wheels within 12 inches of the left-hand curb or, in the absence of a curb, as close as practical to the left edge of the left shoulder.

Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle or in compliance with law or the directions of a police officer or official traffic control device, no person shall stop, stand or park a vehicle on the roadway side of any vehicle stopped or parked at the edge or curb of a street.

No person shall park or leave unattended a vehicle on private property without the consent of the owner or other person in control or possession of the property except in the case of emergency or disablement of the vehicle, in which case the operator shall arrange for the removal of the vehicle as soon as possible. The provisions of this section shall not apply to private parking lots unless such lots are posted to notify the public of any parking restrictions and the operator of the vehicle violates such posted restrictions. For the purposes of this section, "private parking lot" means a parking lot open to the public or used for parking without charge; or a parking lot used for parking with charge.

No person shall park a vehicle upon any of the streets or parts of streets described in Schedule XVII (§ 150-69), attached to and made a part of this chapter, during the hours specified in said schedule.
No person shall park a vehicle or allow the same to remain parked upon any of the streets or parts of streets described in Schedule XVIII (§ 150-70), attached to and made a part of this chapter, between the hours specified, for longer than the time indicated in said schedule.

A. 
Fire lanes. Fire lanes are designated for the efficient and effective use of fire-fighting apparatus. Fire lanes shall be designed for a minimum width of 18 feet and shall be appropriately signed and/or marked. No person shall park a vehicle or allow the same to remain parked at any time within a fire lane, except for emergency fire apparatus.
B. 
Unloading zones. Unloading zones are designed for the short-term delivery of goods or products where no other loading area is available and shall be designated by Borough Council and appropriately signed and/or marked. No person shall park a vehicle or allow the same to remain parked at any time within a designated unloading zone, except for delivery trucks or vans parked temporarily to make deliveries for which the area is reserved.
C. 
Special purpose parking zones. Special purpose parking zones may be designated by Borough Council to permit parking on certain streets or parts of streets or in designated areas of parking lots for certain specified purposes only. No person shall park a vehicle or allow the same to remain parked at any time in any special purpose parking zone established in Schedule XIX (§ 150-71), attached to and made a part of this chapter, except as specifically permitted for such zone.
D. 
Any area on public or private property that is not a Borough-approved parking area. This includes any lawn or yard area or right-of-way.

E. 
General application. Enforcement of this section by the Police Department or by Borough parking enforcement officers can occur on both public and private properties in order to protect the health and safety of the public using these above-mentioned areas. Enforcement procedures and penalties shall be as specified in § 150-27.

A. 
No person shall park a vehicle or allow the same to remain parked in a designated handicap parking zone or space, unless they have a valid license plate and/or have in possession and display a valid parking placard for person with disability issued by the Pennsylvania Department of Transportation (PennDOT).
B. 
This section shall be enforced by the Police Department and/or by Borough parking enforcement officers on both public and private properties in order to protect the health and safety of the public. Enforcement procedures and penalties shall be as specified in § 150-27.
C. 
Procedure for obtaining on-street handicap parking space.
(1) 
Any individual requesting an on-street handicapped parking space within the Borough of East Stroudsburg shall submit an application to the Borough on form(s) provided by the Borough.
(2) 
All applications submitted shall be reviewed by Borough staff according to the criteria established below and a recommendation made to the Borough Council which shall approve or reject all such applications. A list of all approved handicap parking spaces shall be maintained by the Borough Manager.
(3) 
Criteria for the designation of an on-street handicap parking space:
(a) 
The applicant requesting the handicap parking space shall exhibit proof that he/she has qualified for and obtained a current license plate or parking placard for person with disability from PennDOT.
(b) 
An individual may make application for no more than one handicap parking space within the corporate limits of the Borough.
(c) 
No handicap parking space shall be provided for the location so requested if there exists a reasonably accessible and practicable off-street parking space or area to serve such location or if such off-street parking space or area can be reasonably created (reasonability to be solely determined by Council).
(d) 
No more than four handicap parking spaces shall be permitted along any one-block section of street within the Borough.
(e) 
A handicap parking space designated according to this procedure is not for the exclusive use of any one individual and may be used by any person with disability displaying a valid license plate or placard.
(4) 
The list of approved on-street handicap parking spaces shall be reviewed annually by the Borough. If there is a change in circumstances such that the handicap parking space as approved no longer meets the criteria referred to herein, the designated handicap parking space shall be eliminated.
(5) 
Borough Council may, by resolution, establish an application fee for a handicap parking space pursuant to this section.
(6) 
This section shall not limit the discretion of the Borough Council to establish handicap parking zones or spaces at other locations where Council deems appropriate.
(7) 
Parking in any designated handicap parking space shall still be subject to any and all standard parking and/or snow emergency regulations in effect for the street or parking lot on which the handicap parking space is located (for example, the provisions of Schedule XVII, § 150-69, Parking prohibited certain hours).

Designation of long-term lease parking.

(1) 
The Borough Council hereby designates the following parking lots, or portions of such parking lots, for long-term lease (reserved) parking:
(a) 
South Kistler Street Parking Lot.
(b) 
Harlacher Parking Lot.
(c) 
Day Street Parking Lot.
(d) 
North Kistler Street Parking Lot.
(e) 
Dansbury Terrace Parking Lot.

(2) 
Parking spaces designated for long-term lease parking shall be individually signed as "Reserved Parking Space No. ____." The Borough Council may, from time to time, by resolution add or delete parking spaces designated for long-term lease parking within any of the above parking lots.
B. 
No person shall park a vehicle or allow the same to remain parked at any time in a designated long-term (reserved) parking space without having obtained and displaying in the front window of the vehicle a reserved parking permit placard.
C. 
Reserved parking placards shall be issued by the Borough at the East Stroudsburg Borough Municipal Office during regular office hours, upon application for a permit and payment of the applicable fee indicated below, for unlimited parking privileges and use exclusively for the parking space so reserved. A permit shall be good for only one vehicle and may not be transferred, lent or sold for use with another vehicle or by another person.
D. 
Long-term lease (reserved) parking fees (per space).

(1) 
Annual: $240 per year.
(2) 
Semiannually: $125 per six months.
(3) 
Quarterly: $65 per three months.
(4) 
Borough Council may from time to time, by resolution, revise or amend the above schedule of fees.

Borough parking lots or portions thereof not designated for metered parking, long-term lease (reserved) parking. In these parking areas, however, no person shall park a vehicle or allow the same to remain parked between the hours of 2:00 a.m. to 6:30 a.m. every day of the week without a long-term lease permit.

A. 
Designation of weekly permit parking.
(1) 
The Borough Council hereby designates the following parking lots, or portions of such parking lots, for weekly permit parking:
(a) 
Parking Lot #1 (Dansbury Terrace/Day Street).
(b) 
Parking Lot #2 (Harlacher).
(c) 
Parking Lot #3 (South Courtland Street).
(d) 
Parking Lot #4 (South Kistler Street).
(e) 
Parking Lot #5 (North Kistler Street).
(2) 
Parking spaces designated for weekly permit parking shall be signed as "weekly permit parking only, Monday thru Friday, 6:30 a.m. to 5:00 p.m." The Borough Council may, from time to time, by resolution add or delete parking spaces designated for weekly permit parking within any of the above parking lots.
B. 
No person shall park a vehicle or allow the same to remain parked in a designated weekly permit parking only (weekly permit parking only) parking space Monday through Friday from 6:30 a.m. to 5:00 p.m., without having obtained and displaying in the front window of the vehicle a weekly parking permit placard.
C. 
Weekly permit parking placards shall be issued by the Borough at the East Stroudsburg Borough Municipal Office during regular office hours, upon application for a permit and payment of the applicable fee indicated below, for parking privileges and use exclusively for the parking spaces so signed. A permit shall be good for use of only one vehicle at a time.
D. 
Weekly permit parking fees for parking lots #1, #2, #3 and #4 (per permit).
(1) 
Annual: $175 per year.
(2) 
Semiannually: $95 per six months.
(3) 
Quarterly: $50 per three months.
(4) 
Borough Council may from time to time, by resolution, revise or amend the above schedule of fees.

B. 
This is provided, however, that it shall be the duty of the police officers or parking enforcement personnel of the Borough to indicate by notice, in each case, the section violated, the license number of the vehicle involved in the violation, the location and time of the violation and other facts necessary for a clear understanding of the circumstances involving the violation. This notice shall contain instructions to the owner or driver of the vehicle that if he pays the sum of the fine within five days of issuance of the citation, by paying at the East Stroudsburg Borough Municipal Office or by placing the notice in the special parking fine boxes installed at the East Stroudsburg Municipal Building or paying electronically online at the East Stroudsburg Borough website or mailing with a postmark prior to the five-day deadline, that act will save the violator from prosecution and from payment of the fine and court costs prescribed herein. If payment of the fine does not occur within the five-day prescribed time period, the cost of the fine will increase as per the above schedule, plus any necessary court costs. All such offenses left unresolved are summary in nature, and violators shall, upon conviction for each and every violation, be sentenced to pay a fine of not more than $600 or imprisonment for not more than 30 days, or both.

C.
