A. 
Water use for certain acts restricted.
Shall prohibit use of water from the Wayne Township water system for watering lawns and landscaping on certain days of the week. Properties located at even numbered addresses will be allowed to water lawns and landscaping on Mondays, Wednesdays and Fridays. Properties located at odd numbered addresses will be allowed to water lawns and landscaping on Tuesdays, Thursdays and Saturdays. Only landscaping items such as plants and shrubs can be watered on Sundays at any location.
B. 
Applicability:
(1) 
Lawns and landscaping include grass areas, bushes, shrubs, trees, planting beds and any other outdoor plantings.
(2) 
Exceptions: Exception to this regulation is made for newly planted lawn and landscaping materials for 30 days after the date of planting, agricultural operations, nurseries and athletic fields.
This regulation does not apply to other non-essential outdoor water uses such as car washing, power washing, outdoor fountains or pool filling.
A. 
No person shall do any plumbing work in connection with the installation and maintenance of a service line unless he/she is a duly licensed plumber and is registered with the Division of Water and Sewers.
B. 
A licensed plumber shall report within five days to the Division of Water and Sewers all violations of this chapter and of the rules and regulations of the Division of Water and Sewers which come to his/her knowledge or attention.
C. 
The licensed plumber shall indemnify and save harmless the Township and the Division of Water and Sewers from all accidents and damage resulting from his/her work, whether such work is done by him personally or under his/her direction.
D. 
Where high-pressure steam boilers or boiler feed pumps are connected directly with the service connection, depending upon the pressure in the main for supplying such boilers or pumps, without intervening tank or receptacle, a backflow preventer shall be placed in the feed pipe in addition to the pressure-reducing valve in accordance with the Plumbing Code of the Township as adopted by the State Uniform Construction Code. Neither the Township nor the Division of Water and Sewers shall be responsible for any accidents or damage resulting from any direct connection from any cause whatever.
E. 
The plumber may turn on the water after a connection is completed to test out his/her work, but shall leave the curb stop closed when he/she has finished his/her work, unless specially authorized to leave it turned on by the Division of Water and Sewers.

A. 
The Division of Water and Sewers shall specify the type, size and location of all mains, hydrants, booster stations, tanks and other equipment on all new extensions. The entire system shall be subject to inspection, testing and approval by the Division of Water and Sewers before final acceptance of the system is granted. The Division of Water and Sewers shall require sampling and microbiological analysis of the water in all new lines and appurtenances before permission is granted to place said lines in service.
B. 
Charges for chlorine residual sampling and analysis will be as follows:
(1) 
Chlorine residual analysis when the line is initially charged to determine the dosage for disinfection: $60.00.
(2) 
Chlorine residual when the line is flushed to determine the effectiveness of the disinfection: $60.00.

C. 
Each resample required will be at the above rates.
Extensions to or changes in existing mains or the installation of new mains may be initiated by the governing body, the Division of Water and Sewers or by petition from property owners. The Council shall, by resolution, prescribe the terms and conditions upon which the petition will be granted and shall require written acceptance and guaranty thereof by the petitioners.
A. 
No person shall at any time obstruct free access to any water meter, curb stop, curb box, valve, hydrant or other equipment of the water distribution system, nor shall any person change or enclose the location of an existing meter rendering it inaccessible. Should any such obstructions be found, said persons shall remove the same within 10 days, subject to the inspection and approval of the Division of Water and Sewers. It shall be the owner's responsibility to provide clear passage for the installation, maintenance and repair of the meter and all appurtenances, including the wire run to the receptacle.
B. 
Vehicle obstructions.
(1) 
No person shall stand or park a vehicle within 10 feet of a fire hydrant or any other Fire Department connection for the pressurization of fire-suppression systems, which are located on public, semipublic or private property and roadways.
(2) 
Any vehicle so parked shall be towed away at the owner's expense. Any person who violates any provisions of this section shall, upon conviction thereof, be punished by a fine not exceeding $50 or by imprisonment for a term not exceeding 15 days, or both.

In case of prolonged scarcity of water from any cause, the Division of Water and Sewers may recommend that the use of water for accessory usage such as lawn, shrubbery and garden sprinkling or air conditioning and other related purposes be suspended or restricted as provided for in Article VIII of this chapter.
The property owner shall be responsible for the maintenance of the service line between the curb stop and the meter. The property owner shall keep said service line in good repair and shall protect it from damage due to frost or other causes. He/She shall be held liable for damage or loss of water resulting from failure to do so. All leaks in the service line shall be reported promptly to the Division of Water and Sewers and repaired by the property owner. If repairs are not so made, the water shall be shut off by said Division and not turned on again until the line is put in serviceable condition and all charges for damage or loss of water have been paid.
The Division of Water and Sewers shall have access at all reasonable hours to premises connected to the water distribution system, to read the meter and to inspect and maintain equipment. The hours between 8:00 a.m. and 6:00 p.m. shall be reasonable hours for this purpose.
Any necessary maintenance, repairs, replacement or changes in piping, valves or connections on the house side of the curb cock, including all material and labor, shall be made by the property owner at his/her own expense, subject to inspection and approval by the Division of Water and Sewers.
A. 
The Division of Water and Sewers may decrease or limit the quantity of water used whenever, in its judgment, it is necessary or expedient to do so. Such restrictions may require the recirculation of water used for cooling refrigerant, swimming pools, or other uses.
B. 
The Township shall not be held liable for any damages which may be claimed due to the failure or any restriction of the water supply or from low or high pressure.
When a person makes an excavation in a street wherein water mains and service connections are laid, requiring said water mains and service connections to be cut and refitted, lowered or raised or otherwise changed, he/she shall make written request to the Division of Water and Sewers to make such changes. He/she shall furnish a satisfactory guaranty to said Division to assure the payment of all costs incurred by the Division in making the changes.
