As used in this chapter:
- DOG OF LICENSING AGE
- Shall mean a dog, male or female, spayed or unspayed, which has attained the age of seven months or which possesses a set of permanent teeth.
- OWNER OF A DOG
- Shall mean a person who has a right of property in a dog or who has a dog in his keeping.

Any person who shall own, keep or harbor a dog of licensing age shall annually in January apply for and procure from the Township Clerk a license and official metal registration tag for each dog owned, kept or harbored and shall place upon each dog a collar or harness with the registration tag securely fastened thereto.
Whenever any person commences to own, keep or harbor a dog of licensing age after January 31 in any year, that person shall comply with the aforesaid licensing requirement within 10 days after the dog is acquired or becomes of licensing age.

The annual fee for a dog license in the Township shall be $21 for each dog of licensing age (which includes $1 for the required registration tag and $0.20 to be designated for the Pilot Clinic Fund).
In addition to the fee imposed in the preceding paragraph, any person applying for a dog license shall pay a $3 annual fee for any dog of reproductive age which has not had its reproductive capacity permanently altered through sterilization. This fee is to be designated for the Animal Population Control Fund.

Any person owning, keeping or harboring a dog of licensing age during the month of January in any year who fails to obtain the license required by subsection 5-1.2 of this chapter prior to February 1 of that year shall be required to pay a delinquent fee of $5 in addition to the fees required by subsection 5-1.3. When applying for a license on and after February 1 in any year, a person owning, keeping or harboring a dog of licensing age shall present evidence to establish that the dog was acquired or became of licensing age after February in that year.

As used in this section:
- Shall mean both a male or female, spayed or unspayed, dog.
- OWNER OF A DOG
- Shall mean any person or persons, firm, association or corporation owning, keeping or harboring a dog.
- TO RUN AT LARGE
- Shall mean to be off the premises of the owner and not under the control of the owner, a member of his immediate family, or his or their agent, either by leash, cord, chain or otherwise.

No owner of a dog shall permit or suffer it to run at large in the Township at any time.
No owner of a dog shall permit or suffer it to disturb the peace and quiet of the neighborhood by habitual, continual or excessive barking, howling or crying, which is hereby declared to be a nuisance.
No owner of a dog shall take it upon or permit or suffer it to enter upon any recreation area, park or other property of the Township which is posted against the entry of dogs.
No owner of a dog shall permit or suffer it to cause injury to any person.
No owner of a dog shall permit or suffer it to do any damage to any tree, shrub or other ornamentation in any public place in the Township, or in any private place without the permission of the owner or occupant thereof.
No person owning, keeping, harboring, walking or in charge or control of any dog shall cause, suffer, permit or allow such dog to defecate on any street or sidewalk, or in any park or upon any public property whatsoever, or upon any private property without the permission of the owner or occupant thereof. If, however, a dog shall defecate on any of the above described areas, it shall not be considered a violation of this section if the person is blind, or if the person shall immediately remove and dispose of all feces thus deposited in a sanitary manner.
Violation; Penalty. Except as otherwise provided in this section, any person who violates, or who fails, or refuses to comply with this chapter, shall be liable to a penalty of not less than $25 nor more than $500 for each offense, to be recovered in the name of the Township of Chatham.
