There is hereby established within the Township of Fairfield the Department of Public Works. The Director of Public Works shall supervise the operation of the Department, which contains the following divisions:
a. 
Division of Sewer Utility;
b. 
Division of Water Utility;
c. 
Division of Roads, Buildings and Grounds;
d. 
Division of Fleet Maintenance;
e. 
Division of Parks Maintenance.

The Township of Fairfield Director of the Department of Public Works, shall perform the following duties:
a. 
Executes plans and procedures for the effective operation of the Public Works Department;
b. 
Plans, organizes, administers and directs the Public Works Department;
c. 
Prepares budgets for all the divisions within the Public Works Department;
d. 
Oversees the preparation of plans and specifications for municipal improvements;
e. 
Prepares competitive bids for project materials and supplies;
f. 
Develops and recommends programs for the maintenance of equipment, utilities, buildings and grounds;
g. 
Makes recommendations to the Mayor and Council concerning the operation of the Department;
h. 
Determines job priority and authorizes overtime work;
i. 
Prepares weekly payroll for all division employees;
j. 
Investigates citizen complaints and insures that same are properly handled;
k. 
Determines and recommends the appropriate employee disciplinary action;
l. 
Prepares and verifies purchase orders for purchases made within the Public Works Department.

A Sewer Utility of the Township of Fairfield is hereby established. It shall consist of such Township employees as the Mayor and Council shall assign to or appoint for its operation at such salary or rate of compensation as shall be determined by Ordinance.

A Water Utility of the Township of Fairfield is hereby established to operate the public water supply system of the Township. The Water Utility shall consist of such Township employees as the Mayor and Council shall assign to or appoint for its operation at such salary or rate of compensation as shall be determined by Ordinance.

Pursuant to N.J.S.A. 40A:9-154.6, the Director of Public Works be and is hereby deemed to be a tenured employee of the Township of Fairfield provided that the person holds said office on a full time basis continuously for five years or more, and said employee will thereafter be deemed tenured in said position pursuant to the terms and conditions of said statute.
