An Emergency Management Council shall be created. The Emergency
Management Council shall be composed of not more than fifteen (15)
members who shall be appointed by the Mayor and shall hold office
at the will and pleasure of the Mayor. The Emergency Management Coordinator
shall be a member and shall serve as chairman of the Emergency Management
Council. The Emergency Management Council shall perform such duties
as required in accordance with N.J.S.A. Appendix A:9-40.6.

The purpose of this section is to create the administrative
mechanisms needed for the execution of the Township of Neptune's responsibility
to assist in the provision of affordable housing pursuant to the Fair
Housing Act of 1985.

As used in this section, the following terms shall have the
meanings indicated:
ADMINISTRATIVE AGENT
Shall mean the entity responsible for administering the affordability
controls of some or all units in the affordable housing program for
the Township of Neptune to ensure that the restricted units under
administration are affirmatively marketed and sold or rented, as applicable,
only to low- and moderate-income households.
MUNICIPAL HOUSING LIAISON
Shall mean the employee charged by the governing body with
the responsibility for oversight and administration of the affordable
housing program for the Township of Neptune.
