There is hereby established in the Borough a position to be known as "Casano Center Director," which position shall be filled by appointment of the Governing Body.
Complete the above duties (paragraphs 1 through 3) under the guidance of the Casano Community Center Committee Community Affairs Board appointed by the Mayor and Council.
Perform such other duties as may be assigned to her/him from time to time (e.g., supervision and coordination of parades, fireworks and teen-related activities) by the Mayor and Council and the Casano Community Center Committee/Community Affairs Board.
Position Created; Compensation. There is hereby created the position of Anti-Litter/Code Enforcement Officer in the Borough of Roselle Park, County of Union, State of New Jersey, to be compensated as set forth in the Salary Ordinance.
Purpose. This position is being created for the purpose of combining the job responsibilities and salaries of the Anti-Litter Enforcement Officer/Deputy Property Maintenance Officer and Deputy Code Enforcement Officer.
Position Created. There is hereby created within the Borough the position of Apartment House Inspector. The Apartment House Inspector shall possess one (1) of the following New Jersey licenses: Building Inspector's license, Electrical Inspector's license, Fire Inspector's license or Plumbing Inspector's license and/or shall have successfully completed a course of instruction offered by Rutgers University in Principles of Housing Inspection.
Appointment. The appointment of the Apartment House Inspector shall be made biannually by the Mayor with the advice and consent of Council for a term of two (2) years.
Powers and Duties. The Apartment House Inspector shall inspect every hotel or multiple-family dwelling in excess of three (3) families within the Borough at least once each year and shall enforce all Federal, State and local regulations dealing with the alteration, repair, maintenance, occupancy and use of new and existing hotels and multi-family dwellings within the Borough.[1]
Compensation. The Apartment House Inspector shall receive as compensation or salary the amount as set forth in the municipal budget and Salary Ordinance.
Position Created. There is hereby created the position of Assistant Treasurer in and by the Borough to be compensated as set forth in the Salary Ordinance.
Duties. The Assistant Treasurer shall assist the Municipal Treasurer/Chief Financial Officer in supervising and performing the work involved in the disbursement, accounting, and auditing of funds received and disbursed, and in negotiation of loans and sale of bonds; does related work as required.
Position Created. There is hereby created the position of Public Information Officer of the Borough of Roselle Park. The Public Information Officer shall be under the supervision and report to the Chief Administrative Officer.
Appointment. The Public Information Officer shall hereafter be appointed by the Mayor subject to the advice and consent of the Borough Council and shall serve at the pleasure of the Mayor and Council as a whole.
The Public Information Officer may hold, concurrently, one or more other positions of employment with the Borough of Roselle Park as may be approved by the Borough Council.
Duties. The duties of the Public Information Officer shall be to coordinate outward communications from the Borough of Roselle Park to the public-at-large and media outlets as may be necessary and appropriate. Outward communications may include, but shall not be limited to: written and/or digital distributions, press statements, press releases, press advisories, and other cyclical distributions of information.
Compensation. The Public Information Officer shall receive compensation in the amount established by Resolution of Mayor and Council within the range established by the Borough of Roselle Park's prevailing Salary Ordinance.
Duties. The Broadcast Technician shall be under the direct supervision of the Mayor and Council and shall perform duties as outlined by the Mayor and Council.
Position Created. There is hereby created the position of Control Person in the Roselle Park Building Department. The Control Person shall be under the direct supervision of the Construction Code Official and the Mayor and Council or their designee.
Duties. The duties of the position of Control Person in the Office of the Roselle Park Building Department shall include but in no way shall be limited to the following:
Compensation. The annual salary of the position of Control Person hereby created in the Building Department shall be as provided in a Salary Ordinance.
Position Created; Compensation. The following position of Bus Driver is hereby created in the Borough of Roselle Park, to be compensated as set forth in the Salary Ordinance.
Salary Payment. The salary fixed herein shall be payable in twenty-six (26) installments or in such installments as may hereafter be determined by resolution of the Governing Body.
Qualifications. The part-time position of bus driver shall require a commercial driver's license, satisfactorily passing any physical examination and any other testing or qualifications which may be required by the State of New Jersey, the Borough of Roselle Park or any agency which may exercise regulatory licensing or certification jurisdiction over this type of position.
Duration of Appointment. The part-time appointment of bus driver shall be permanent, subject to termination for cause or as may be otherwise permitted by law.
Position created; compensation. There is hereby created the position of Clean Communities Coordinator. Compensation shall be established in the Salary Ordinance.
Manner of appointment; term. The Clean Communities Coordinator shall be appointed by the Mayor subject to the advice and consent of the Council. The duration of term shall be for two years. The term of the Clean Communities Coordinator at the time of this section's effective date shall expire on December 31, 2019.
Editor's Note: This position of clerk refers to a general clerk, not the Municipal Clerk. See Chapter 2, Administration, § 2-8 for the establishment of the Office of the Municipal Clerk.
Position Created; Compensation. There is hereby created the position of Director of Code Enforcement in the Department of Code Enforcement of the Borough. This position/title will encompass the positions of Construction Code Official, Housing Inspector, Building Subcode Official, and Building Inspector. Compensation shall be established in the Salary Ordinance.
Duties. The Collection System Operator shall be notified of any problems relating to the operation, maintenance and service to the sanitary sewer system and shall make recommendations to the Mayor and Council to correct any problem which may affect the health, safety and welfare of the public. The Collection System Operator shall possess and maintain the license required by the New Jersey Department of Environmental Protection.
He shall prepare monthly reports of sanitary sewer system deficiencies, breaks, breakdowns, problems, bypasses, pump failure, occurrences, emergencies, complaints and/or intervening factors within the system which result in or necessitate deviation from the routing O & M procedures and any situations that have the potential to affect public health, safety, welfare or the environment or have the potential to violate any permits, regulations or laws relating to N.J.A.C. 7:10A. The reports shall be completed on a monthly basis. Copies of the monthly report shall be forwarded to the Municipal Clerk and the Superintendent of Public Works.

Position Created; Compensation. There is hereby created the position of Building Inspector/Construction Official Trainee in the Construction Department of the Borough of Roselle Park to be compensated as established in the Salary Ordinance.
Positions Created; Compensation. There is hereby created the positions of Emergency Management Coordinator and Emergency Management Deputy Coordinator to be compensated as established in the Salary Ordinance.
Position Created; Compensation. There is hereby created the position of Farmer's Market Manager. Compensation shall be established in the Salary Ordinance.
Position Created. The position of Hotel and Multiple Dwelling Inspector (hereinafter referred to as "Inspector") is hereby created to conduct inspections required by the State of New Jersey pursuant to N.J.S.A. 55:13A-1 et seq.
Resume; Approval by Bureau of Housing Inspections; Training Sessions. The individual filling this position shall submit a resume to the Borough of Roselle Park for forwarding to the Bureau of Housing Inspections, Department of Community Affairs, State of New Jersey (hereinafter referred to as the "Bureau"). No one Inspector disapproved by the Bureau shall perform any inspections required by N.J.S.A. 55:13A-1 et seq. Upon request of the Bureau, the Borough of Roselle Park shall provide to the Bureau such information concerning any Inspector filling this position. In the event that the Bureau deems the quality of the person filling this position is unsatisfactory and advises the Borough, then the Borough shall remove the individual from this position. All individuals employed and assigned to this position shall attend training sessions scheduled by the Bureau.
Appointment; Term; Termination. The appointment of the Inspector shall be made by the Mayor with the advice and consent of Council for a term of two (2) years, provided that the Inspector can be terminated without notice for cause, including the person occupying this position being disapproved or is unsatisfactory by the Bureau as provided above.
Twenty-five (25%) percent of all inspections required are to be completed prior to October 1 of each State fiscal year; fifty (50%) percent of all inspections required are to be completed prior to January 1 of each State fiscal year and seventy-five (75%) percent of all inspections required are to be completed by April 1 of each State fiscal year.
In the event that the inspection of a building discloses a violation of a regulation constituting an eminent hazard to the health, safety and welfare of its occupants, the Inspector shall, without delay, transmit his (her) inspection report and findings to the Bureau for an appropriate action. All reports submitted to the Bureau which disclose violations shall be clearly segregated from reports which disclose no violations.
Inspectors shall conduct, within one (1) week of the request, a reinspection of the building where a violation was discovered. Report of reinspection will be submitted to the Bureau on a form prescribed by the Bureau.
Duration of Appointment. The part-time appointment of Maintenance Worker shall be permanent, subject to termination for cause or as may be otherwise permitted by law.
Registration of Certain Rental Units; Position Created. Chapter 18, Rental Housing, requires that all resident rental units in apartment buildings or apartment complexes that have three (3) or more units be registered with a Multidwelling Administrator and that, after the initial registration, such registration shall again be made upon the change of occupancy; the Borough of Roselle Park hereby creates the position of Multidwelling Administrator.
Administrative Nature of Duties. The duties and responsibilities of the Multidwelling Administrator shall be administrative and not be to perform the inspections.
Duties. The Multidwelling Administrator shall perform all functions required of the Multidwelling Administrator pursuant to which duties are, in part, to coordinate the registration of all three-family and larger apartment buildings or complexes in the Borough on registration forms, which forms shall set forth the information required by Chapter 18.
Supervision over Inspections. The Multidwelling Administrator shall direct the Residential Tenancy Inspector to inspect each unit due to change of occupancy.
Maintenance of Forms. The Multifamily Administrator shall distribute the forms to the public, accept the forms when completed, register and catalog the forms in a systematic manner and accept and register all forms where there is a change of occupancy. These forms shall be properly indexed and filed.
Filing of Registration Forms. The Multidwelling Administrator shall follow the mandates of N.J.S.A. 46:8-28.1, as amended and supplemented, so that the filing of the registration forms will simultaneously satisfy the requirements of N.J.S.A. 46:8-28 to the extent that it applies to the property being registered and will also satisfy the registration requirements of Chapter 18.
Paperwork. Any and all paperwork that is required to be filed in connection with the furtherance of Chapter 18 shall be the function of the Multidwelling Administrator.
Duties and Responsibilities. It shall be the responsibility of the Purchasing Clerk to establish and develop accepted purchasing methods and records in accordance with prescribed laws and procedures and to be responsible for all matters relative to the Borough's requirements for purchasing, all in accordance with the job description heretofore filed in the Municipal Clerk's office.
Position Established. Chapter 18, Rental Housing, requires that all rental units of three (3) or more residential units be required to reregister upon a change of occupancy. The position of Residential Tenancy Inspector is hereby established to perform all such inspections where there is a change of occupancy. In addition, the Residential Tenancy Inspector or the Apartment House Inspector shall respond to overcrowding conditions and enforce applicable occupancy standards. The inspection to be performed by the Residential Tenancy Inspector shall be for the purpose of determining Zoning Ordinance[1] compliance, to determine if the property complies with the Property Maintenance Code, the BOCA Maintenance Code, the Housing Code[2] and/or the Uniform Fire Safety Act.[3]
Position Created; Compensation. The Senior Citizens' Benefit Consultant is hereby created in the Borough. Compensation shall be established in the Salary Ordinance.
Duration of Appointment. The part-time appointment of Senior Citizens' Benefit Consultant shall be permanent, subject to termination for cause or as may be otherwise permitted by law.
Position Created; Compensation. There is hereby created the position of Senior Citizen's Handyman in the Borough who shall receive compensation as established in the Salary Ordinance.
Position Created; Compensation. There is hereby created the position of Senior Citizen Nutrition Director in the Borough who shall receive compensation as established in the Salary Ordinance.
Position Created; Compensation. There is hereby created the position of Sidewalk Program Coordinator to be compensated as provided in the Salary Ordinance.
Duties of Clerks. The Senior Clerk and the Junior Clerk shall be under the direct supervision of the Tax Collector and shall perform the duties prescribed by the Mayor and Council and by the Borough Tax Collector.
Compensation of Clerks. The compensation of the Senior Clerk and of the Junior Clerk shall be as provided in the Salary Ordinance and shall be payable twice monthly.
Position Created. There is hereby created the position of Part-Time Youth Coordinator in and by the Borough to be compensated as set forth in the Salary Ordinance.
