The purpose of the C-4 District is to provide areas for regional
shopping centers which would include a broad variety of retail stores
and service shops. The permitted uses are listed in Section 1341.01.

Access shall be from an arterial road by means of a marginal
access road in order that the number of curb cuts on the arterial
road can be kept to a minimum.
