Council shall adopt, maintain in effect, and enforce a Personnel
Code providing for the employment, supervision, discipline, discharge
(temporary or permanent), resignation, leave of absence, vacation,
sick leave, and other pertinent matters, subject to the applicable
provisions of law.
Town employees shall be employed, promoted and compensated on
the basis of their respective abilities, knowledge, skills, demonstrated
performance, and potential for greater responsibility.
(a)Â
Appointment. The Town shall have a Personnel Board, consisting of
such number of qualified electors of the Town as may be determined
by Council, who shall be appointed by Council for such terms as may
be established by Council.
(b)Â
Expenses. The members of the Personnel Board shall serve without
compensation, but they shall be reimbursed for the reasonable expenses
incurred in the performance of their duties.
(c)Â
Duties. The Personnel Board shall have the following powers and duties:
(i)Â
To grant a hearing to any employee, except those in a probationary
status, who has been discharged, suspended or demoted, upon the request
of such employee, subject to this Charter and to the applicable provisions
of law. (Ord. 681. Approved by voters November 4, 1975.)
(ii)Â
To make investigations in the fulfillment of its proper duties,
and to issue subpoenas; and
(iii)Â
To provide such other advice and assistance as may be requested
at any time by Council or the Manager.
(d)Â
Procedures. Council shall establish procedures for the performance
of the powers and duties of the Personnel Board, consistent with this
Charter and with the applicable provisions of law.
No Town employee shall hold any public office in the Town or
any political party office in the Town.
No employee or elected or appointed official shall solicit assessments,
contributions, or services for any political party or candidate from
any Town employee.
