a. 
Pursuant to the authority of N.J.S.A. 26:3-69.2, the Board of Health hereby adopts the State Retail Food Establishments Code (hereinafter the "Code"). This Code is hereby adopted by reference as the Borough Retail Food Establishments Code.
b. 
The Code and related documents are printed in book form and a copy of such printed Code and related documents so marked as to indicate plainly what portions thereof, if less than the whole, has been adopted is annexed to this chapter.
c. 
Copies of the Code shall remain on file in the office of the Secretary of the Board of Health as long as this chapter is in effect, for the use and examination of the public.
d. 
For the purpose of proof of this chapter or the receipt thereof in evidence in all courts and places, such copy of the Code, so marked and so annexed to this chapter, shall be considered to be part of this chapter as though it had been set forth at length herein.

Food Course. Each retail food establishment shall be required to send the owner or manager to a seminar conducted by or on behalf of the Board of Health of the Borough of Bernardsville, which seminar shall deal with, among other things, instruction and training in the latest sanitary and health regulations.

Any person who violates any provision of, or order promulgated under this chapter, or the Code adopted by reference shall, upon conviction, be liable for the penalty established in BH1-2. In addition, any license issued under this section may be suspended or revoked for failure to comply with any provision of the Retail Food Establishment Code.
