For the purpose of this Article:
Shall mean any animal, except a human being.

a.
No animal shall be permitted off the premises of the person owning,
keeping or harboring it unless accompanied by a person who is capable
of controlling it and who has the animal securely confined and controlled
by an adequate leash or chain not more than six feet long.
b.
Any animal on any property within the Borough that is leashed, chained
or tethered to a fixed location shall be done so in a matter that
will prevent the dog or animal from approaching within four feet of
any street, sidewalk or other public area or public thoroughfare.

The owner or occupier of a property within the Borough of Belmar
shall not keep, harbor or maintain a number of animals which constitute
a public nuisance, a private nuisance or adversely effects the health,
safety and welfare of the owners or occupiers of the property, surrounding
properties or the public in general. This subsection does not supersede
any more specific Belmar ordinances, Federal, State, local or regulatory
laws, rules or regulations to the contrary.
