The provisions of Subtitle 1, Title 39, of the Revised Statutes of New Jersey having heretofore, pursuant to the provisions of N.J.S.A. 39:5-1 et seq., been made applicable to the property of the Robert Wood Johnson University Hospital, a corporation of a public or semipublic character not for pecuniary profit, incorporated under Title 15 of the New Jersey Revised Statutes, lying along and easterly of Rehill Avenue, in the Borough of Somerville. The additional regulations of this article are hereby made applicable to all the semipublic or private roads, streets, driveways, trails, terraces, bridle paths, parkways, parking areas or other roadways on said property of said hospital.
No person shall park any vehicle, or cause any vehicle to be parked, on or upon any part of the semicircular driveway in front of the main hospital building on the easterly side of Rehill Avenue, opposite Steele Avenue, or in or upon any space or area adjacent to said driveway, except a doctor attending at the hospital in his professional capacity in response to an emergency call to minister to the needs of a patient or patients, and then only so long as may be reasonably necessary incident to such emergency.
No person other than a doctor attending at the hospital in his or her professional capacity to minister to the needs of a patient or patients shall park any vehicle, or cause any vehicle to be parked, in any space or area restricted or reserved, as indicated by signs erected therein and by markings on the surface thereof, as a space or area for the parking of doctors' vehicles.
No person shall park any vehicle, or cause any vehicle to be parked, in any manner other than parallel to or at such angle to the side line of or passageway through the particular parking space or area as shall be indicated by signs erected thereon and by markings on the surface thereof.
No person shall park any vehicle, or cause any vehicle to be parked, in any space or area wherein parking is permitted except within and in the manner indicated by stalls marked on the surface of the particular parking space or area.
A. 
No person shall park any vehicle, or cause any vehicle to be parked, in any space or area designated by signs erected therein and by markings on the surface thereof, as either a vehicular or pedestrian passageway.
B. 
No person shall use, or cause to be used, any vehicular or pedestrian passageway through or over any part of the aforesaid property of the Robert Wood Johnson University Hospital solely for through passage from one public street to another public street, or for any purpose other than as means of entrance to or exit from the buildings or property of the said hospital.
C. 
Speed limits. Speed limits are hereby established in the following area: within the block bounded on the west by Rehill Avenue, on the south by Grant Avenue, on the east by Post Street and on the north by Lincoln Avenue. No person shall operate a vehicle in excess of 15 miles per hour on any portion of the aforementioned property.
No person shall park any vehicle, or cause any vehicle to be parked, in any space or area designated by signs erected therein and by markings on the surface thereof as a loading area.
No person shall park any vehicle, or cause any vehicle to be parked, in any space or area designated by signs erected therein and by marking on the surface thereof as a restricted parking space for use by a handicapped person unless such person had been issued a special vehicle identification card or handicap plates or placard by the Division of Motor Vehicles. Any person parking a motor vehicle in a restricted parking space without such special vehicle identification card, handicap plates or placard shall be liable to a fine of $100 and up to $250 for a first offense and, for subsequent offenses, a fine of not less than $250 and 90 days of community service on such terms and in such form as the Court shall deem appropriate, or any combination thereof. These restricted areas are more specifically described in § 166-81. Notice of these restricted spaces shall be given to the public by placing a sign at all designated places as more specifically described in § 166-81. All signs designating a restricted parking space shall conform to the specifications of the current Manual on Uniform Traffic Control Devices for streets and highways. These signs shall be so placed as to be easily read by pedestrians or operators of vehicles. In addition, any sign erected after June 1, 1990, shall state the penalties set forth herein which may be imposed for a violation. Any sign erected prior to June 1, 1990, shall be modified by June 1, 1991, to include the penalty information. The municipality may, by resolution, establish restricted parking in front of a residence or other housing unit for use by handicapped persons, in accordance with the provisions of N.J.S.A. 39:4-197.5 or 39:4-197.6.
