Off-street parking areas are hereby established as described in § 166-77, and it shall be unlawful to park or stand a vehicle in such areas in excess of the maximum parking time indicated.
A.
It shall be unlawful to park or store a vehicle in excess of the time indicated on the parking meter in any metered stall in the off-street parking lots, numbered 1, 2, 4, 6, 7, as shown on Sheets A through F, included at the end of this Chapter 166, between the hours of 9:00 a.m. and 8:00 p.m., Monday through Saturday. In parking lot Number 7, metered parking is between the hours of 9:00 a.m. and 6:00 p.m., Monday through Friday.
B.
Off-street parking areas are established in the locations described below and in accordance with Sheets A through F, included at the end of Chapter 166. It shall be unlawful to park or stand a vehicle in excess of the time indicated for such areas.

A.
Two-hour time limit areas. The parking of vehicles upon or in the
following described areas shall be limited to two hours in any one
day:

Parking Lot No. 4: as shown on Sheet C, attached to and made part
of this chapter.

Parking on school property.
(1)
The following areas shall be designated areas in which no parking
shall be permitted from 7:00 a.m. to 5:00 p.m. on weekdays (Monday
through Friday) during which school is in session, except by personnel
authorized by the Somerville Board of Education. Parking shall be
permitted at all other times which are not specifically prohibited
by this chapter.
(2)
There shall be no parking in these areas at any time, except by personnel
authorized by the Somerville Board of Education, during snowfalls
or when snow is predicted:
(a)
The high school faculty parking lot on Davenport Street and
Orchard Street.
(b)
The student high school parking lot on Davenport Street and
Orchard Street.
(c)
The paved parking area entered from Davenport Street immediately
adjacent to the gymnasium side of the high school.
(d)
The Van Derveer School parking lot.
(e)
The Van Derveer School oval driveway immediately in front of
the school.
(f)
The Van Derveer School paved playground area immediately adjacent
to the oval driveway on the right side of the building.
(g)
The Central Administration paved parking area entered from West
Cliff Street adjacent to the side of the middle school.
(h)
The Central Building No. 2 paved parking lot entered from Davenport
Street.
(i)
The large paved playground area immediately behind the middle
school.
(3)
These areas are more particularly described in schematic drawings
which are on file in the office of the Borough Clerk.
(4)
This section shall be enforced by the Police Department of the Borough.
G.
Additional no-parking and time-limit areas; penalties for violation.
(1)
The following areas shall be designated areas in which no parking
shall be permitted from 8:00 a.m. to 5:00 p.m. on weekdays (Monday
through Friday), except by personnel authorized by the Engineer of
the Borough of Somerville and any visitors to the Borough Hall or
to the Borough Library. Parking shall be permitted at all other times
which are not specifically prohibited by this chapter.
(2)
Additionally, there shall be no parking in the Borough Hall parking
lot at any time, except by personnel authorized by the Borough of
Somerville, during snowfalls or when snow is predicted.
(3)
There also shall be no parking for longer than 15 minutes at any
one time in the visitors' parking spaces, located at the front door
of the Borough Hall. The visitors' parking spaces referred to in this
subsection are more particularly described in a schematic drawing
which is on file in the office of the Borough Engineer.
(4)
There shall be no parking in the Engine Company #1 parking lot or
property located at the southeasterly corner of East Main Street and
Veterans Memorial Parkway East, except by members of Engine Company
#1 and other members of Somerville Fire Department using the Fire
Department facilities at this location.
(5)
Any person who violates any subsection of this section shall be fined
up to $40 for the first offense and from $0 to $100 for any subsequent
offenses.
(6)
This section shall be enforced by the Police Department of the Borough
of Somerville.
The Chief of Police or designee of the Parking Utility shall cause parking meters or parking metering devices to be installed immediately adjacent to and in front of each of the individual parking spaces or in clearly identified locations within the parking areas designated in § 166-77 of this article. The Chief of Police shall be responsible for the regulation, control, operation, maintenance and use of such parking meters or parking metering devices.
The Borough reserves the right to direct the Chief of Police
or designee to provide free parking at its discretion.

The Borough allows for free parking in Parking Lots 1, 2, 4
and 6 on every Saturday that falls between Thanksgiving Day and New
Year's Day.
