It shall be unlawful to place dead animals or parts thereof
in a container for normal solid waste collection without the consent
of the Director. This section shall not apply to animal parts from
food preparation for human consumption.
A.
The Animal Control Officer shall remove dead animals found in the
Town and shall schedule such collections to provide pickup with minimum
delay. This section shall not apply to dead animals or parts thereof
from any commercial or agricultural activity within the Town.
B.
Any resident who has or finds a dead animal on his/her premises shall promptly notify the Animal Control Officer or, in his/her absence, the duty officer in charge of the Police Department of its location and type, and shall make such remains immediately available for collection as provided in Subsection A of this section.
C.
This section shall not apply to any agricultural operations.
The resident who is assigned containers for solid waste must
maintain them, and the adjacent area, in a nuisance- and odor-free
condition.
No person having custody or control of residential, industrial
or business premises shall permit or cause any solid waste, including
recyclables, within his control to become a hazard to public travel,
health or safety, or to become a nuisance of any sort.
A.
The Town will provide one container for domestic trash collection
per single-family residence.
(1)
The Town will initially provide a sixty-four-gallon container for
domestic trash collection. Residents may exchange the sixty-four-gallon
container for a smaller size (48 gallons).
B.
The owners of all residential units will maintain one waste container, as provided by the Town, in a clean, hygienic, and operable manner so as to comply with § 204-35.
(1)
All residential solid waste/trash must be securely stored in the
container unless otherwise provided in this article.
(2)
All solid waste will be bagged and placed in the Town-issued container.
All bags must be tied, be of sufficient strength and texture to prevent
leakage and spillage and be rodentproof. The container will be closed
at all times, except when depositing waste.
(3)
Residents must notify the Director of the Department of Public Works
or his/her designee of damage sustained by the container immediately.
(a)
Damage resulting directly from abuse by the resident, as determined
by the Police Department, will be subject to a fine of $300, enforceable
by the Town Police Department and the Coventry Municipal Court.
(b)
Damage resulting from vandalism or abuse by someone other than
the owner/resident should be reported to the Town Police Department
and a copy of the report forwarded to the Director of the Department
of Public Works or his/her designee.
(c)
The perpetrator, when found, will be subject to a fine of up
to $300 or be imprisoned for up to 30 days, enforceable by the Town
Police Department and the Coventry Municipal Court. The Municipal
Court may impose a fine for defendants that fail to appear for arraignment.
The Town may also file a judgement lien against the defendant's real
estate for any violation for failure to appear in court.
C.
It shall be unlawful for any person to possess a solid waste/trash
container not assigned to their residence, and such an act will be
considered theft. Residents must notify the Director/designee and
Police Department of container theft immediately.
(1)
Theft of a trash container is subject to a fine of $300 and enforceable
by the Town Police Department and the Coventry Municipal Court. The
Municipal Court may impose a fine for defendants that fail to appear
for arraignment. The Town may also enter and approve a judgement lien
against the defendant's real estate for any violation of this article.
D.
No residence shall have more than one container, per single-family
unit, for trash collections.
(1)
Residents demonstrating extenuating circumstances, as determined
by the Director/designee, may be eligible to purchase a second sixty-four-gallon
container after participating in a maximum recycling assessment and
paying the required fee for an additional container.
A.
Domestic trash shall be drained and placed in a plastic bag for deposit
in the solid waste container.
B.
Single-stream recyclables, as determined by the Director of the Department
of Environmental Management, shall be placed in special recycling
containers at the curbside on the same day as domestic trash collection.
Recyclables shall not be placed in plastic bags for disposal.
C.
Domestic trash shall be placed in the Town-issued container with
the lid closed. Sharps, chemicals, and other hazardous wastes as defined
by the Rhode Island Resource Recovery Corporation are not eligible
for curbside collection.
A.
All residential solid waste/trash containers must be placed curbside
by 7:00 a.m. on the day of scheduled collection. Any materials not
curbside at 7:00 a.m. may not be eligible for collection.
B.
All residential solid waste/trash containers must be placed at the
curb not more than 24 hours before collection. All containers must
be removed from the curb 12 hours after collection, except when the
curb is more than 100 feet from the dwelling.
C.
Trash containers will be placed away from obstructions.
(1)
Trash containers shall be placed at least three feet away from other
trash or recycling containers and other obstructions, including, but
not limited to, telephone poles, fences, automobiles, mailboxes and
fire hydrants, etc.
(2)
Containers placed closer than three feet to any obstruction will
not be collected, at the discretion of the driver collector.
(3)
The Town will not be liable for any damage to personal property by
a refuse collection vehicle if such damage is the result of the trash
container being placed near any obstruction.

A.
The Director will establish the necessary procedure to collect and dispose of bulky waste from residential units within the Town at frequent intervals. The fee for collection of curbside residential bulky waste within the Town shall be set by the Town Council and published by the Department of Public Works, within the regulations of Chapter 204, payable at the time of scheduling.
B.
All bulky waste shall be stored within the residence of the owner.
The Department of Public Works must be notified by each resident of
the type and location of items of bulky waste to be collected and
will make the waste available for pickup at the curb on the date scheduled
by the Department. The Department will schedule the pickup within
15 days of notification.
(1)
Only residences eligible for collection of municipal solid waste by the Town of Coventry as determined in § 204-30 are eligible for bulky waste collection. It shall be a violation of this chapter for any individual to place bulky waste for collection by municipal collection if that waste is not generated at or directly associated with the residence.
(2)
Bulky waste collection will only be made up to two cubic yards.
(3)
Fees for pickup of bulky waste may be determined by the office of
the Director and are subject to change based on disposal rates indicated
on the fee schedule published by the Rhode Island Resource Recovery
Corporation.
(a)
White goods containing Freon will be subject to a disposal fee
to be set by the Town Council and published by the Department of Public
Works.
(b)
Mattresses and box springs that are clean, dry, and in recyclable
condition, as determined by the guidelines set forth by the Mattress
Recycling Council, are free to drop off at the transfer station; however,
there will be a special collection fee to be set by the Town Council
and published by the Department of Public Works.
(c)
Mattresses and box springs that are neither clean, nor dry,
nor in a recyclable condition, as determined by the guidelines set
forth by the Mattress Recycling Council and the Town of Coventry,
will be subject to a special collection fee to be set by the Town
Council and published by the Department of Public Works.
C.
Mattress/box spring dropoff.
(1)
All residents of the Town of Coventry are entitled to drop off mattresses
and box springs that are clean, dry, and in recyclable condition,
as determined by the guidelines set forth by the Mattress Recycling
Council, at the transfer station for free (subject to change based
on guidelines by the Mattress Recycling Council).
(2)
Mattresses and box springs that are neither clean, nor dry, nor in
a recyclable condition, as determined by the guidelines set forth
by the Mattress Recycling Council, will be subject to a disposal fee
to be set by the Town Council and published by the Department of Public
Works.
D.
E-waste dropoff. All residents of the State of Rhode Island are entitled
to drop off e-waste, as defined in this chapter, to the transfer station
for free as determined by the guidelines set forth by Rhode Island
Resource Recovery Corporation (subject to change).
All owners of nonresidential premises, manufactured/mobile home
parks, condominium associations, or other private properties shall
provide a sufficient number of approved containers for the storage
of solid waste which such properties generate, and will place such
solid waste therein, other than those wastes which do not require
containerized storage, which shall be stored as authorized by rules
and regulations adopted under this chapter. All owners of nonresidential
premises will be responsible for the cost of disposal of their solid
waste.
A.
Residential solid waste is eligible for collection from single-family
residences, apartment dwellings containing two units, and apartment
dwellings containing three units when said dwelling is occupied, in
part, by the owner.
B.
Commercial solid waste and residential solid waste from apartment
dwellings containing three or more units shall not be eligible for
collection by the Solid Waste Division of the Town, except when such
three-unit dwelling is occupied in part by the owner. Nonresidential
premises, manufactured/mobile home parks, condominium associations,
and other private properties are not eligible for municipal collection
of solid waste and must arrange private storage and collection of
such solid waste as to conform to this chapter.
C.
Residents whose waste is considered eligible for municipal collection,
but not desiring the services of the Solid Waste Division, may contract
the services of a privately licensed solid waste collector. Private
collection service shall be financed entirely by the resident. Residents
will not be eligible for any refund of taxes or other financing from
the Town.
A.
Residential solid waste shall be collected once each week in accordance
with the schedule set by the Director, which shall be published at
least once before implementing. Such schedule shall be placed on file
in the office of the Department of Public Works.
B.
Residential solid waste collections will normally be made between
the hours of 7:00 a.m. and 3:00 p.m.
C.
Domestic trash collection service will not be provided on days observed
as a legal holiday by the Town. Notice of such cancellation and the
substitute date assigned will be published at least once on the Town
website and social media page(s).
D.
Delay or cancellation of domestic trash and/or recyclable material
collection due to inclement weather or other disaster, as deemed by
the Director of Public Works, will be published at least once on the
Town website and social media page(s) with notice and substitute collection
date.
