There shall be a Personnel Relations Board consisting of five members who shall reside in Town and shall be registered voters therein. Members shall serve staggered three-year terms. Within 10 days after each Annual Town Meeting after 1988, the Select Board shall appoint for the term of three years such member or members of the Personnel Relations Review Board as shall be necessary to replace the members whose terms have expired. In the event of a vacancy or any other case than expiration of office, the Select Board shall forthwith fill such vacancy for the expiration term. The Personnel Relations Review Board shall elect its own Chairman and Secretary.
In addition to the duties with relation to the grievance process prescribed by law, the Personnel Relations Review Board shall consider all municipal questions involving Town employees, other than those appointed by the School Committee, and make such recommendations as the Board deems advisable upon all subjects considered by it, and shall submit its recommendations and report to the Select Board.
