In accordance with the provisions of N.J.S.A. 47:1A-5, all records which are required by law to be made, maintained or kept on file by any board, body, agency, department, commission, authority or official of the Borough shall be deemed to be public records. Every citizen of the State, during regular business hours maintained by the custodian of any such records, shall have the right to inspect the records. Every citizen of the State shall also have the right, during such regular business hours and under the supervision of a representative of the custodian, to copy the records by hand and shall also have the right to purchase copies of the records. Copies of records shall be made available upon the payment of such price as shall be established by law.

The following fees shall be charged for copies of public documents:
a. 
Permit to purchase pistol or revolver and firearms purchaser identification cards, $2 each.
b. 
Police Department Discovery Fees.

For each and every requested videotape, a seventy-five ($75.00) dollar nonrefundable fee for a copy of the videotape. Payment shall be made by cash, certified check or attorney business account check;
This fee is in addition to any other item of discovery which may be requested.
c. 
For official searchers for municipal liens (tax searchers) or for improvements authorized but not assessed or for a certificate as to approval of subdivisions, as follows:
1. 
When the property described in the application is shown on the assessment map subdivided into lots, and does not exceed 5,000 square feet in area, $3, and for each additional 5,000 square feet in area, or fraction thereof, an additional fifty ($.50) cents.
2. 
When the property is shown on the assessment map as acreage or is so assessed, and lies wholly within the limits of a single block, $3, and if within the limits of two or more blocks, an additional one ($1.00) dollar for each block.
3. 
When the property described in the application is, or has been subdivided and assessed as more than one item, an additional fee of one ($1.00) dollar shall be allowed for each subdivision separately assessed.
4. 
$5 shall be the maximum charge for a certificate covering lands lying wholly within one block, as shown on the assessment map of the Borough, unless there is a subdivision of proprietorship indicated by the assessment.
d. 
For a continuation of an official search for municipal liens or for improvements authorized but not assessed or for a certificate as to approval of subdivision within three years from the date of the original search, one ($1.00) dollar per year.
e. 
For duplicate tax, water and sewer bills, one ($1.00) dollar each.
f. 
All other documents where multiple copies are not available:
1st page to 10th page: 0.75 cents per page
11th page to 20th page: 0.50 cents per page
all pages over 20: 0.25 cents per page
g. 
There is hereby established a research and administrative fee for processing of document requests and for obtaining documents for copying exceeding one hour, the fee shall be $10 per hour thereafter.
h. 
Municipal Court Discovery.
1. 
All requests for discovery in matters pending in the Borough of Matawan Municipal Court shall be submitted through the Municipal Prosecutor.
2. 
The following fees shall be payable by the requestor to the Borough of Matawan for the discovery provided:
(a) 
Seventy-five ($.75) cents per page for each of the first 10 pages photocopied.
(b) 
Fifty ($.50) cents per page for each of the next 10 pages photocopied.
(c) 
Twenty-five ($.25) cents per page for each of the pages photocopied thereafter.
(d) 
Actual postage for any discovery sent by mail.
(e) 
Twenty-five ($.25) cents for the envelope for any discovery sent by mail.
(f) 
Photographs will be photocopied at the rates established herein. If requests are made for duplicate photographs, the actual cost of making the photographs shall be charged.
(g) 
Duplication of videotapes constitutes an extraordinary duplication process and will be charged at the rate of $5 per videotape.
(h) 
On any item that cannot be photocopied on the Borough copy machine or not otherwise provided for in this schedule, the actual cost incurred in making a copy shall be charged.
3. 
Where the discovery must be obtained from an entity other than the Borough of Matawan, e.g. another Police Department, the actual costs paid to the other entity shall be paid by the requestor.
i. 
The fee for a CD copy of meetings, $25 each CD.
j. 
Registrar Fees.
1. 
Public Documents and Services.
(a) 
Marriage license: $28.
(b) 
Certified copies (marriage, birth, death): $10.
(c) 
Corrections (marriage, birth, death): $10.

Notwithstanding the provisions of subsection 2-70.1 where it appears that the records which are sought to be examined pertain to an investigation in progress by any body, agency, commission, board, authority or official, the right of examination may be denied if the inspection, copying or publication of the records is inimical to the public interests; provided, however, that this provision shall not be construed to prohibit any body, agency, commission, board, authority or official from opening such records for public examination if not otherwise prohibited by law.

A fee and penalty of the sum of $20 for the issuance of checks returned for insufficient funds or other instruments paid to the Borough of Matawan. This section is established pursuant to Public Laws of the State of New Jersey, 1990, Chapter 105. The Tax Collector and Borough Clerk are hereby authorized to prescribe and collect this penalty. The Chief Financial Officer, Tax Collector/Utility Collector, or any other Borough Official may require future payments to be tendered in certified check, cashier's check or cash.

Recreation fees shall be set from time to time by the Mayor and Borough Council by resolution in such amount as the Mayor and Council shall deem fit and necessary.

The purpose of this section is to establish policies and procedures for the collection of fees associated with the performance of marriage ceremonies by the Mayor.
a. 
Collection of Fees. Persons seeking to be married or joined in civil union by the mayor of the Borough of Matawan shall remit a fee of $160 to be paid to the Borough of Matawan. An administrative fee of $10 is included within the above established fee.
b. 
Compensation and Reimbursement of Expenses Incurred through the Performance of Marriage and Civil Union Ceremonies.
1. 
Receipt of Fees. The fee shall be paid by check, payable to the Borough of Matawan. Fees collected shall be deposited into the Borough of Matawan's current fund.
2. 
Disbursement of Fees. A fee of $150 for service may be disbursed to the Mayor through the appropriate budget line item and with appropriate authorization. A fee of $10 shall remain in the general account as an administrative fee.
