City Official, Police or designee of the Board shall supervise
all inspections or violations.

Whenever a complaint is made to the City Official of the existence
of an unfit or substandard building, the official shall cause said
building to be inspected. Upon the discovery of an unfit or substandard
building, the inspecting officer shall submit a report of the building
to the City, owner, renter or lesser describing the conditions and
request for repair or abatement. Photographs and findings may be included
in said report.

The official shall make all of the required inspections, or
shall accept reports of inspection by approved agencies or individuals.
All reports of such inspections shall be in writing and be certified
by a responsible officer of such approved agency or by the responsible
individual. The City Official is authorized to engage such expert
opinion as deemed necessary to report upon unusual technical issues
that arise, subject to the approval of the appointing authority.

The official is authorized to enter the structure or premises
at reasonable times to inspect subject to constitutional restrictions
on unreasonable searches and seizures. If entry is refused or not
obtained, the official is authorized to pursue recourse as provided
by law.

The official shall issue all necessary notices, orders or summons to ensure compliance with this Chapter as outlined Article
V of this Chapter.
