All plans submitted for preliminary review shall be drawn to a scale of one inch equals 100 feet or larger and contain the following information:
A. 
General data.
(1) 
The name of the proposed subdivision or land development.
(2) 
North point.
(3) 
Graphic scale.
(4) 
The day, month and year the plan was prepared and revised.
(5) 
The name of the owner.
(6) 
The name and address of the individual or firm preparing the plan.
(7) 
The names of abutting property owners and their deed book and page numbers.
(8) 
A key map showing the location of the proposed subdivision or land development and all roads within 1,000 feet therefrom.
B. 
Existing features.
(1) 
Perimeter boundaries of the total property showing bearings to the nearest minute and distances to the nearest hundredths of a foot, except that tract boundaries are not required for residual parcels of more than 10 acres when used for agricultural purposes and not involving any new street or easement of access, provided that the general location of the perimeter boundary of such land is shown on the key map.
(2) 
The total acreage of the property.
(3) 
The zoning district as stipulated in Chapter 255, Zoning.
(4) 
Natural features, as follows:
(a) 
Sinkholes, watercourses and tree masses.
(b) 
Floodplains and steep slopes as defined by Chapter 255, Zoning.
(c) 
Topographic contour lines at vertical intervals of two feet. In areas of steep slopes (greater than 15%) five-foot intervals may be used. The Board of Supervisors may allow twenty-foot intervals for plans not involving land development.
(5) 
Man-made features in or within 50 feet of the property, as follows:
(a) 
Sewer lines.
(b) 
Water mains and fire hydrants.
(c) 
Electrical lines and poles.
(d) 
Culverts and bridges.
(e) 
Buildings.
(f) 
Streets, including right-of-way and cartway widths and approximate grades.
C. 
Proposed development.
(1) 
Street information, including:
(a) 
The location and width of rights-of-way and cartways.
(b) 
A statement of whether streets will remain private or are intended to be dedicated to the municipality.
(c) 
Proposed street names.
(d) 
A typical cross section showing materials for base and surfacing and method of construction.
(e) 
Profiles along the center line of each proposed street showing finished grade at a scale of one inch equals 50 feet horizontal and one inch equals five feet vertical.
(f) 
The radius of horizontal curves.
(g) 
The length of tangents between reverse curves; curb radii at intersections.
(h) 
Vegetation to be planted between the curb or shoulder and the right-of-way line.
(i) 
Curbs and gutters, location and typical design.
(j) 
Topographic contour lines for proposed finished grades within rights-of-way at intervals specified in Subsection B(4)(c) above.
(2) 
Lot lines to the nearest foot and the area of each lot to the nearest square foot.
(3) 
Sidewalks, where required, including location, width, grades and ramps for the handicapped.
(4) 
Walkways between blocks, as required in Article IV, § 215-17C.
(5) 
Yard setback lines as required by Chapter 255, Zoning.
(6) 
The proposed use of all lots.
(7) 
The location of streetlights.
(8) 
Proposed house numbers and lot numbers.
(9) 
Utility and drainage easements.
(10) 
The location and pipe diameter (I.D.) of sewer and water mains and laterals to each lot and the location of soil log holes for on-site sewerage systems, plus a statement indicating the type of on-site systems permitted for each soil log hole as specified in the approved plan module.
(11) 
Land to be reserved or dedicated for public use.
(12) 
When applicable, the applicant shall obtain, from the applicable community water system, fire flow rates for the water system serving the proposed subdivision or land development. These flow rates shall be provided as a note on the plan submitted to the Township.
(13) 
All plans shall provide the size of all existing and proposed water lines within and adjacent to the proposed subdivision or land development.
(14) 
All plans shall show the location and construction details of any water storage system. The water storage system shall be provided for in the plan detail sheets. All water storage system and/or underground storage tank design and specifications for such shall be as provided for or approved by the Centre Region Fire Administrator.
(15) 
All setbacks and/or existing and proposed building separations shall be noted on all plans.
(16) 
Details for all existing and proposed emergency apparatus access routes (primary, secondary, and emergency only).
(17) 
Details for all existing and proposed Fire Department/apparatus connections.
(18) 
The plan shall provide a note indicating any structure within the proposed land development or subdivision that will have a cistern for fire suppression or built-in fire suppression system.
(19) 
The plan shall show location of any fire hydrants (wet/dry), water storage system and underground water storage tanks within 70 feet of the proposed land development or subdivision.
D. 
Applicants or agents for subdivision and/or land development that may have questions relating to fire protection issues and/or meetings with the applicable Fire Chief shall submit the questions, and/or request for meetings with the applicable Fire Chief, in writing, to the Township Zoning Administrator, who shall submit the applicable request and/or question to the Centre Region Fire Administrator within three business days. Any answers to questions or any meeting shall be coordinated through the office of the Centre Region Fire Administrator.
E. 
Traffic impact study. A traffic impact study (TIS) shall be required for any subdivision or land development plan that proposes more than 25 dwelling units. In addition, the Township Engineer will require a study be forwarded to PennDOT for review when deficiencies exist on Township roads where the total number of dwelling units is 25 or fewer residential and nonresidential projects directly accessing a state route. The contents of any traffic impact study will be determined by the Township Engineer.
F. 
Signatures.
(1) 
The signature of a professional land surveyor certifying the accuracy of the plan.
(2) 
A signed, notarized statement by the owner certifying ownership of the property and acknowledging all offers of dedication of lands and/or facilities to the municipality and acknowledging that the owner will be responsible for maintenance of lands and/or facilities until they are completed and accepted for dedication by the municipality.
(3) 
Space for approval signatures by the Chairman and Secretary of the Board of Supervisors, including the date of such approval.
Plans submitted for final review shall include all information required in the preliminary plan, plus the following:
A. 
Final perimeter boundaries of each lot with distances to hundredths of a foot and bearings to one minute, determined by accurate survey in the field, balanced and closed with an error of closure not to exceed one foot in 2,000.
B. 
Location and elevation of installed monuments and markers.
C. 
Final dimensions and bearings of right-of-way lines and easements, including radii of curves and arcs and delta angles of all curves.
D. 
Final house numbers and lot numbers as approved by the municipality.
All record plans shall be clear and legibly drawn to scale on a reproducible tracing of linen or dimensionally stable film. All record plans shall contain the following information, such being an exact replica of corresponding information found on the plan receiving final approval. Additional information from such plan may also be included on the record plan as the applicant so desires, provided that under no circumstances may information shown on the record plan be at variance or conflict with the plan as finally approved.
