Any person claiming payment from the Borough of Interlaken shall present to the Borough Clerk a detailed bill of demand, duly certified, or supported by the affidavit of the claimant.

a. 
All bills payable by the Borough of Interlaken shall bear the approval signature of the authorized individual as follows:
1. 
Streets and Roads expenditures—Supervisor, Streets and Roads
2. 
All other Borough expenditures—Borough Clerk
Individuals holding the above positions shall also assign each bill its correct budget account number. Approved bills, inclusive of correct account number shall be further reviewed by the Borough Clerk who shall certify funds are available to pay such bills from Council approved budgetary lines. No budget lines may be overspent without respective Council Committee approval combined with a dollar allocation as follows:
All budget line item transfers shall be submitted to the Borough Clerk as well as Council for approval. The department requesting such a transfer shall supply the Borough Clerk with written justification as to why the budget line is expected to be overspent and what other expenditures will be eliminated so that transfers can be made without exceeding a department's overall budget.
b. 
A complete list of previously authorized bills to be paid each month shall be provided to each Council member by the Borough Clerk. This listing shall be included in the packet of Council meeting materials due each Council member the Friday before the meeting in which such bills are to be approved by Council.
c. 
The Borough Clerk shall supply each Council member a monthly report of revenue and expenditures on a year to date basis versus the annual budget. This report shall be included in the packet of Council meeting materials due each Council member the Friday before the last meeting in each month. Actual revenue and expenses shall be reported as of the end of the preceding month.
d. 
The Borough Council shall approve the payment of monthly bills.
This public question was approved by the voters of the Borough of Interlaken on November 6, 2001.

The Borough Council of the Borough of Interlaken, deems it appropriate and necessary to act to ensure the retention of existing members and to provide incentives for recruiting new Allenhurst Fire Department and First Aid Squad members which organizations provide services to the Borough of Interlaken. The Borough Council has determined that the creation of a Length of Service Awards Program (LOSAP) will enhance the retention and recruitment of Allenhurst Fire Department and First Aid Squad members.

A Length of Service Awards Program (LOSAP) is herewith created in accordance with N.J.S.A. 40A:14-183, Chapter 388 of the laws of 1997, to reward members of the Allenhurst Fire Department and First Aid Squad for their loyal, diligent and devoted service to the residents of the Borough of Allenhurst, Borough of Interlaken and the Village of Loch Arbour.

The Length of Service Awards Program (LOSAP) shall provide for fixed annual contributions to a deferred income account for each volunteer member that meets the criteria set forth below: that such contributions shall be made in accordance with a plan to be established by the Board of Commissioners of the Borough of Allenhurst pursuant to P.L. 1997, c.386, and that such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code and this section.

The Length of Service Awards Program (LOSAP) shall provide for annual contributions up to a maximum of $1,050 to each eligible member who meets the criteria as follows:
a. 
Each member shall be a member who obtains a minimum of 100 points credited for volunteer services performed during each calendar year.
b. 
Each active member shall be credited with points for volunteer services provided to the Allenhurst Fire Department and/or First Aid Squad in accordance with the following schedule:
1. 
Fire Call/First Aid Calls Maximum Points = 60
(a) 
25% of Fire Calls or 40 First Aid Calls = 40 points.
(b) 
40% of Fire Calls or 65 First Aid Calls = 50 points
(c) 
50% of Fire Calls or 80 First Aid Calls = 60 points
2. 
Drills/Meetings/Events Maximum Points = 35
(a) 
One point for every drill/meeting/event attended.
(b) 
One point for each truck check performed.
3. 
Officers of Department Maximum Points = 30
(a) 
Chief of Department/Captain of First Aid = 15 points.
(b) 
All other elected administrative or line officers = 10 points
4. 
Committees Maximum Points = 30
(a) 
Committee Chairman = 10 points
(b) 
Committee Member = 5 points
(c) 
House Committee: 4 steps completed successfully = 5 points
5. 
Training
(a) 
1/2 point for every hour of certified training (not including regular drills).

The fixed annual cost of the Length of Service Awards Program is $15,750 and has been calculated as follows:
a. 
Based upon 15 qualifying members at an annual contribution not to exceed $1,050. Should more than 15 members qualify for an annual contribution, the annual LOSAP Program budget of $15,750 shall be divided equally among the qualifying volunteer members.
b. 
Cost allocation by participating municipality:
1. 
Allenhurst Borough (45%) = $7,087.
2. 
Interlaken Borough (41%) = 6,438.
3. 
Loch Arbour Village (14%) = $2,205.

The Length of Service Awards Program (LOSAP) shall become effective only upon voter approval of a public question to be placed on the ballot of the next General Election to be held in November, 2001. (This public question was approved by the voters of the Borough of Interlaken on November 6, 2001.)

As the Allenhurst Fire Department and First Aid Squad provide services to the Borough of Interlaken and the Village of Loch Arbour pursuant to the terms of an Interlocal Services Agreement with the Borough of Allenhurst, the LOSAP Program has been coordinated with similar efforts in both the Borough of Interlaken and the Village of Loch Arbour. The LOSAP Program shall not become effective without voter approval of public questions in all three participating municipalities.
