A.
The owner or occupant of any premises adjoining any street where a sidewalk has been laid shall keep the sidewalk on such street free and clear of snow, ice, dirt and any other material or substance. For the purpose of snow and ice removal, such sidewalk shall be cleared the entire length and width thereof within 12 hours after any snowfall. In the event that such snow and ice is frozen so hard that it cannot be removed without material difficulty or injury to such sidewalk, such owner or occupant shall cause sufficient ashes, sand, sawdust, salt, or other suitable material to be spread thereon so as to provide a safe path at least two feet in width the entire length thereof. As soon thereafter as weather permits, such owner or occupant shall thoroughly clean said sidewalk.
B.
Notwithstanding the foregoing, the Town of Hillsdale at all times maintains the right, but not obligation, to remove snow and ice from the sidewalks within the Town, and to apply salt, sand, and/or any other material or substance to the sidewalks within the Town, at its option, whenever it deems it necessary and appropriate to do so. This right on the part of the Town does not relieve the ongoing duty of the owner or occupant of any premises adjoining any street in the Town of Hillsdale where a sidewalk has been laid to keep such sidewalk free and clear of snow and ice.
