No person shall park a vehicle at any time on any streets, roads, driveways or alleys located at the premises of Monroe Township High School.
All parking areas upon the grounds of Monroe Township High School are to be regulated by parking permits.
A. 
Parking areas will be divided into four categories:
(1) 
Staff parking.
(2) 
Student parking.
(3) 
Visitor parking.
(4) 
Handicapped parking.
B. 
All parking areas so designated will be properly signposted so as to identify the area defined.
C. 
All staff members and students shall be required to file with the principal's office an application which will include the name and address of the owner and a description of the vehicle. Upon acceptance, a permit and vehicle decal may be issued by the principal or his designee.
D. 
The specific style and/or type of vehicle registration decal (hanger, sticker, placard, etc.) will be established by the administrative staff of the High School. Prior to the start of each school year, copies of the decals will be supplied to the Monroe Township Police Department, so as to familiarize the members of the Police Department with valid parking decals.
(1) 
The following mounting locations will be adhered to:
(a) 
Hangers — Will be hung on the rear mirror facing outward.
(b) 
Stickers — Will be permanently affixed to the inside rear driver's side window.
(c) 
Placards — Will be placed on the dash board of the vehicle, so they are easily identifiable.
E. 
There shall be separate parking areas designated for two-wheeled vehicles.
F. 
When there are special events at Monroe Township High School, temporary permits may be issued or other provisions may be made to allow for special event parking. The building principal will inform the Police Department of such events, listing the nature of the activity, the date, time frame and the area(s) which would be affected by the necessary parking change.
G. 
All substitute teachers shall obtain either temporary permits or staff permits as set forth above.
H. 
The Chief of Police of the Township of Monroe shall cause to be filed in the Office of the Clerk of the Township of Monroe as a public document a copy of the parking plan showing the areas set forth above.
I. 
No person shall park a vehicle at any time upon the grounds of Monroe Township High School other than at areas so designated for parking. All violators will be towed from areas where parking is not permitted at the violator's expense.
J. 
Any person violating this article shall be subjected to receipt of a summons.

This article is adopted for the purpose of promoting the orderly and safe parking of motor vehicles and the minimizing of traffic congestion in the Township of Monroe and particularly at the two Park and Ride facilities located on Applegarth Road.
A. 
The provisions, rules and regulations of this article pertaining to parking areas are applicable to all those parcels of land and premises situated at both Park and Ride facilities located on Applegarth Road, which land is owned, leased, occupied or controlled by the Township of Monroe and devoted to the purpose of parking motor vehicles, but does not apply to any lands or area within the right-of-way of any public street, road or highway.

B. 
Pursuant to N.J.S.A. 39:4-198, proper signs will be erected at all locations as specified in this chapter or as shown on the attached site plan[1] which is hereby made a part of this chapter.

C. 
This article shall not apply to any municipal vehicles registered to the Township of Monroe or to any vehicles engaged in police work.
A. 
Parking on said lands and premises hereinbefore designated shall be permitted by permit only, which shall be evidenced by a hang-tag (decal) issued to the owner of the motor vehicle.

B. 
Such parking area shall be marked by signs indicating that parking will be by permit only and that vehicles must bear the required hang-tag (decal), which signs may state "Parking for Vehicles with Permits (Decals) Only."

C. 
No vehicle shall be parked in any such parking area unless it displays on the rear-view mirror (lower rear corner of its left rear window) a current and valid hang-tag (decal) so issued by the Township of Monroe as herein provided.

D. 
No vehicle shall be parked or remain parked in any such parking area for a period not to exceed 72 hours or at such other times as may be designated by the Township Council.
E. 
No vehicle shall be parked except within a single designated parking space where indicated by marked lines on the surface of the parking area or as may be directed by the Police or attendant in charge of the parking area or by a control sign indicating the designated area to park.
F. 
No trailers, commercial trucks or buses shall be parked in any such parking area except only in such space as may be specifically designated for the same.

G. 
All vehicles must be parked in any such area with the front of the vehicle facing the control sign which designates the parking space therefor.
H. 
No vehicle shall be parked within the entrance or exit to any such parking area or within any of the aisles thereof.

A. 
Said hang-tags shall be issued by the Transportation Department during the regular hours during which the office is open and only upon display of a current and valid New Jersey Motor Vehicle registration certificate showing the name and address of the applicant as a resident of the Township of Monroe. Such hang-tag shall be issued only to the owner of the motor vehicle and is completely nontransferable. However, a hang-tag may be transferred during the period for which valid to a new vehicle or motor vehicle purchased by the applicant on the sale or transfer of the original vehicle. In such case of a sale or transfer, the owner shall notify the Transportation Department and supply evidence thereof to obtain a new hang-tag or transfer to a different vehicle.
B. 
Hang-tags shall be valid from the first of the year in which issued to midnight of January 31 of the following year.
C. 
The cost of the hang-tag shall be $50 per annum made payable to the Township of Monroe.
D. 
Said hang-tags shall have written thereon "Monroe Township Parking Permit," together with the date of expiration.
E. 
The Transportation Department shall make and keep a record of all hang-tags issued, including therein the date of issuance, the name of the person to whom issued with his address, the motor vehicle registration number, the make, model and color of the motor vehicle for which issued.

Any person parking a motor vehicle with such hang-tag attached to the rear-view mirror shall be presumed to have properly applied for and received permission to park said motor vehicle in any such parking area of the Township of Monroe.
Further rules and regulations pertaining to such parking areas and the parking of motor vehicles therein may be made from time to time by ordinance of the Township Council.
No person shall park or place any disabled vehicle or permit any such disabled vehicle to remain in such parking area without the express permission of the Police or the attendant in charge of such parking area.

A. 
In case of a violation of any other provision of this article, the person so parking and the owner of the vehicle shall be liable to a fine not more than $25, and each day the violation continues shall be a separate and distinct violation.
B. 
Any vehicle parking in any such parking area in violation of this article, except bearing a valid hang-tag (decal) and parked as not herein required, may be removed from the parking area on order of the Chief of Police, and the owner thereof shall pay a reasonable cost of such removal before being allowed to regain possession of the vehicle, and such costs of removal and storage shall be in addition to any penalty or fine hereinbefore provided.
C. 
Any trailer, commercial truck or bus which violates this chapter more specifically, as defined in § 73-5F. shall be fined no less than $100 and no greater than $500.
