The Board shall organize annually, on the first day of January in each year or as soon thereafter as may be feasible, at which time it shall elect, by a majority vote of all the members of the Board and from its members, a President, Vice President and Secretary. The Board, as appointed by the Mayor with the advice and consent of the Borough Council, shall consist of seven members, in accordance with N.J.S.A. 26:3-3.

a. 
All meetings of the Board of Health shall be held at the Borough Hall, 300 Haworth Avenue, Haworth, New Jersey, at 8:00 p.m. and shall be properly advertised pursuant to the provisions of the Open Public Meetings Act., N.J.S.A. 10:4-6, et seq.
b. 
Regular meetings shall be held monthly, on dates to be established by the Board at its annual reorganization meeting. Special meetings may be called at any time by the President or upon request of four members of the Board. Four members shall constitute a quorum for the transaction of business by the Board. All regular meetings of the Board shall be open to the public. Special meetings may be declared closed for the purposes of executive session by a majority vote of the members present, in accordance with the requirements of the Open Public Meetings Act, N.J.S.A. 10:4-6, et seq. In the case of a special meeting, notice shall be given to all members of the Board, in writing, at least 48 hours prior to the time fixed for holding the same.
c. 
All meetings shall be conducted according to Robert's Rules of Order, except as this Code provides otherwise.

At the meetings of the Board, the order of business shall be as follows, unless otherwise determined by resolution:
a. 
Roll call;
b. 
Approval of the minutes of the previous meeting;
c. 
Communications;
d. 
Report of committees and officers;
e. 
Hearings;
f. 
Open and close meeting to the public;
g. 
Unfinished business;
h. 
New business.

At the first regular meeting of the Board, the President shall appoint such standing committees as are deemed necessary to serve for the current year. Special committees may be appointed by the President from time to time as the need arises.

a. 
The Board shall appoint a Registrar of Vital Statistics in accordance with N.J.S.A. 26:8-11, et seq. The Registrar of Vital Statistics shall keep all such records of that office as required by the Bureau of Vital Statistics of the State of New Jersey and shall perform such other duties as may be required.
b. 
The Board shall appoint a Registered Environmental Health Specialist, who shall be appointed for a term of one year and who shall possess the requisite license.
c. 
Within the limits of its appropriations, the Board shall appoint and employ such sanitarians, inspections, technicians and other personnel in accordance with N.J.S.A. 26:3-19, et seq.
d. 
The Board shall appoint a Recording Secretary to record and transcribe the official minutes of the Board of Health meetings, conduct official correspondence as required and perform such other duties as may be required by the Board.
e. 
The Board shall appoint a provider of services (such as the Bergen County Department of Health) to provide additional health services required by the Board.

The Board shall accept the Animal Control Officer as appointed by the Mayor and Council.

The Borough Attorney shall serve as Attorney to the Board of Health. If the Borough Attorney shall determine that he has a conflict which precludes him from representing the Board of Health in a particular matter, the Mayor and Council may appoint alternate counsel to represent the Board of Health in such matter.

a. 
The President shall preside at all meetings of the Board and shall appoint all committees. During the intervals between regular meetings, the President shall represent the Board in all executive and judicial matters. The Vice President, in the absence, disability or resignation of the President, shall serve in the place of said President with all his or her powers and duties. If the Vice Presidency should be vacated, then the Board shall elect a new Vice President immediately upon the vacancy occurring.
b. 
The Secretary to the Board shall maintain proper copies of the minutes and official correspondence of all the proceedings of the Board; shall tabulate and complete all reports required by any superior authority, local, state or national; and shall make such other reports as may be required or directed by the Board. The Secretary shall procure all books, stationery and other supplies as may be required by the Board and shall keep adequate records of all applications for permits and licenses and the action of the Board, if any, thereon and all such other pertinent information as may be necessary for a complete record of each such matter.
