For the purposes of this title certain terms and words are defined as set forth in this chapter.

"Alley" means a public right-of-way which affords only secondary means of access to abutting property.

"Block" means a tract of land bounded by public streets or lands, streams, railroads, unplatted lands, or a combination thereof.

"City Plan and Zoning Commission," "City Council," "City Engineer," or any similar words or terms refer respectively to the named officials of the City.

"Cul-de-sac" means a street having one end open to traffic on a public street and being permanently terminated at its other end by a vehicular turnaround.

"Easement" means a right-of-way reserved for creeks, drainage, walkways, and/or use of public services and utilities. No permanent building, trees or fences shall be placed in easement areas, but these areas may be used for gardens, small shrubs, landscaping and other purposes that do not now nor later interfere with the use or purpose of the easement.

"Excess storm water passageway" means a drainage easement designed to carry that portion of storm water runoff from the 100-year frequency storm that exceeds the transportation capacity of storm sewers and/or natural drainage channels serving a specific watershed.

"Lot" means a portion of a subdivision or other parcel of platted land, intended as a unit for transfer of ownership, or for development.

"Low water entry" means the elevation at which surface water would enter a building or structure.

"Metes and bounds" means the method used to describe a tract of land intended to be used for dwelling or other purposes, so that it can be recorded in the county recorder's office, as contrasted with the description of a part of a properly approved and recorded subdivision plat by the lot and block number as set forth in this chapter.

"Plat" means a map, drawing, or chart on which the subdivider's plan of the subdivision is presented and which he submits for approval and intends in final form to record.

"Poles" and "overhead lines," and "associated overhead structures" mean and include but are not limited to poles, towers, supports, wires, conductors, guys, stubs, platforms, crossarms, braces, transformers, insulators, cutouts, switches, communication circuits, appliances, attachments, and appurtenances located above the ground upon, along, across, or over the streets, alleys and ways of the City and used or are useful in supplying electric, communications, or similar or associated services.

"Street" means a public right-of-way which affords a primary means of access to the abutting property.

"Subdivision" means the division of any tract or parcel of land into two or more parts, or the resubdivision of a previously platted lot, tract or parcel (into two or more parts), for the purpose of laying out a town or City, or addition thereto, or part thereof, or suburban lots.

"Utility" or "utilities" means and includes any gas, water, sewer, electrical or communication service and all persons providing the same.

"X year storm" means the average recurrence intervals within which a rainfall of given intensity and duration will be equaled or exceeded only once. A 100-year storm would have an intensity of rainfall which would, on the average, be equaled or exceed only once in 100 years. This does not imply that it will occur once in 100 years, or having occurred, will not happen again for 100 years.
