There is created, in and for the City, the department of public works.

The department of public works shall be responsible for public construction, engineering, maintenance of City owned rights of way, facilities and equipment, and for the delivery of solid waste, parking, traffic engineering, public transit, municipal airport and waste water treatment services.

There is created the office of director of public works. The City Administrator shall appoint a qualified individual to be the director of public works.

Subject to the policy directives of the City Administrator, the director of public works shall:
A. 
Supervise and direct all employees of the department;
B. 
Develop policies, plans and budgets for consideration by the City Council;
C. 
Establish liaison and close working relationship with the administrative offices of the City, other City departments, appointed commissions and committees and the general public in order for plans and programs to be implemented;
D. 
Exercise all powers and duties set forth by statute or ordinance subject to the authority as relating but not limited to engineering and inspection services, construction and maintenance of public improvements, traffic engineering, code enforcement, wastewater treatment and other City operations as specified in the annual budget;
E. 
Perform such other duties as the City Administrator may require.

There is created in the department of public works the position of City engineer who shall be a registered engineer in the State of Iowa. The City engineer shall be responsible for all code enforcement pertaining to construction and engineering services of the City and as designated in the parts of the code.

In any ordinance of the City whereupon any duties devolve upon the construction and engineering department, transportation department, public services department or the water pollution control department and where such duties pertain to the duties assigned in the foregoing sections, said duties are transferred and shall be discharged by the department of public works.

Pursuant to Section 2.30.070(15), the department may be realigned and the lines of business may be consolidated or separated into departments and divisions by the City Administrator. The City Administrator shall memorialize any such changes in writing to be filed with human resources. The document filed shall consist of an organizational chart and a description of service scope, reporting structure and duty consolidation or separation.
