The Township Council of the Township of West Orange does hereby ratify and approve the provisions of a Mutual Assistance Agreement to be entered into by and among the City of Newark, City of East Orange, Town of Irvington, City of Orange, Township of West Orange, Town of Bloomfield, Town of Montclair, Town of Nutley, Borough of Glen Ridge, Town of Belleville, Township of Millburn, Township of Maplewood, Village of South Orange, Township of Livingston, Borough of Fairfield, Borough of Caldwell, Borough of North Caldwell, Borough of West Caldwell, Borough of Roseland, Township of Cedar Grove, Borough of Verona, and Borough of Essex Fells, all municipal corporations of the State of New Jersey, and situated in the County of Essex. This Agreement has been examined at length by the members of the Township Council, and recommended for execution by the Township of West Orange by the Prosecutor of Essex County and the Director of Police of the Township of West Orange, and approved as to form by the Township Attorney of the Township of West Orange. The Agreement provides for Police assistance in emergency situations by and among the aforementioned municipalities.
On behalf of the Township of West Orange, the Mayor shall execute the Mutual Assistance Agreement above referred to; and the Township Clerk shall attest thereto and affix thereon the Township Seal of the Township of West Orange.
The Mutual Assistance Agreement shall become effective for the Township of West Orange upon final adoption of this section in accordance with law. Upon final adoption, the Township Clerk shall distribute certified copies of this section together with a copy of the Agreement executed on behalf of the Township certified as a true copy, to the Township Clerk of each of the municipalities entering into the agreement as above enumerated.

The Township of West Orange is authorized by N.J.S.A. 26:3-22 to enter into an agreement with an adjacent municipality to provide a health officer and health inspection services to that municipality.

The Township of West Orange is desirous of contracting with the Borough of Essex Fells to provide health services to the Borough of Essex Fells as set forth in Subsection 2-91.1.

Available for inspection in the Office of the Township Clerk of West Orange is the form of an Interlocal Service Agreement between the Township of West Orange and the Borough of Essex Fells for a two-year period commencing January 1, 2007 and ending December 31, 2008.

Adoption of this section will authorize the Mayor and Township Clerk to execute and attest to said Agreement on behalf of the Township of West Orange and to affix the Township Seal thereto.

There is hereby established an Energy Commission that shall study the possibility of creating a model of government that can save tax dollars, assure clean air and water, and improve working and living environments by building a community that is economically, environmentally and socially sustainable.

a. 
Membership. The Commission shall consist of a minimum of seven members appointed by the Mayor. All members shall be residents of the Township; one of which is a Council member; one the Township Certified Recycling Professional; and one a representative from a Township Department depending on the work-detail of the Energy Commission initiative. (i.e., a representative from the Health Department due to the Water Conservation regulations; Planning Department representative for Sustainable Land Use Planning). The members shall serve without compensation. The Mayor shall designate at least one of the members to serve as Chairperson and presiding officer of the Commission.
b. 
Terms. The full term of office of each member shall be one year but until the appointment and confirmation of a successor. A vacancy occurring other than by the expiration of a term shall be filled for the unexpired term only. The Mayor may remove any member of the Commission for cause upon written charges served upon the member and after a hearing at which time the member shall be afforded the opportunity to be heard and be represented by counsel.

The Commission's mission is to advise the Township Council on ways to improve municipal operations with "green" initiatives that are economically and environmentally sound through research and evaluation.

a. 
Collaborate with Township employees, service providers, and other governmental agencies to share resource information and ideas consistent with the Commission's mission.
b. 
Encourage participation by employees, residents, and local businesses to solicit ideas on green initiatives.
c. 
Research and analyze green initiatives that make environmental and financial sense to the Township.
d. 
Conduct audit of municipal facilities.
e. 
Perform an evaluation of the vehicles within the Township's fleet.
f. 
Prepare a report of suggested best practices for "greener" municipal operations.
g. 
Meetings of the commission with be open to all residents and interested parties and will comply with all requirements under the Open Public Meetings Act.
h. 
The Commission shall be organized to comply with the terms and requirements for establishing a "Green Team" towards certification as a Sustainable Jersey Community.
