As used in this section:
Shall mean and includes any automobile or motor car used
in the business of carrying passengers for hire to provide prearranged
passenger transportation at a premium fare on a dedicated, nonscheduled,
charter basis that is not conducted on a regular route and with a
seating capacity of no more than 14 passengers, not including the
driver consistent with the definition of "Limousine" as set forth
in N.J.S.A. 48:16-3.
Shall mean and include a person, corporation or other legal
entity, partnership or unincorporated association owning any vehicle
or holding or controlling any vehicle under a conditional sales contract,
lease, mortgage or other security agreement, formal or informal rental
agreement or otherwise.
Shall mean and include any individual, partnership, association,
corporation or joint stock company, their lessees, trustees or receivers
appointed by any court whatsoever.
Shall mean and include any street, avenue, park, parkway,
highway, or other public place.
Shall mean any automobile or motor car engaged in the business
of carrying passengers for hire which is held out, announced or advertised
to operate or run or which is operated or run over any of the streets
or public highways and particularly accepts and discharges such person
as may offer themselves for transportation from points or places to
other points or places consistent with the definition of "autocab"
as set forth in N.J.S.A. 48:16-1.

As required by N.J.S.A. 48:16-2, all owners of taxicabs and/or
limousines are granted consent to operate along the public streets
of the Township of West Orange. This consent, however, shall not alleviate
the limousine owners with a principal place of business within the
Township of West Orange to obtain a license to operate service as
required under N.J.S.A. 48:16-7 and N.J.S.A. 48:16-22.
