No person shall park any vehicle, except emergency vehicles, in any of the above parking yards unless such vehicle bears a parking permit issued by the Board of Trustees of the Eagle Rock Senior Citizens Housing Association and/or E.R.S.C.H.A. — Degnan House unless the individual parking the vehicle has been authorized to do so by the above referred Board of Trustees.

No person shall park any vehicle, except emergency vehicles, in any of the spaces so designated unless the vehicle bears a special permit issued by the Board of Trustees of the Eagle Rock Senior Citizens Housing Association and/or E.R.S.C.H.A.-Degnan House indicating the driver's eligibility for the use of such spaces.

A restricted parking street is a street or portion of a street which exclusively or primarily services residential land uses, and where parking is prohibited during certain hours on certain days or parking time is limited during certain hours on certain days, except by permit, and which permits are only issued to residents of that street. The street's proximity to other land uses, including but not limited to commercial and business establishments, multifamily housing complexes such as apartment buildings or complexes on a noncontiguous street, residential cooperative complexes on a noncontiguous street, residential condominium complexes on a noncontiguous street, schools, houses of worship, parks and playgrounds or the street's proximity to transportation centers and corridors, results in that street being used for parking by the operators of vehicles, whose operators do not reside on that street. Restricted parking streets are identified in Subsection 7-46.2 and Subsection 7-46.3.

a. 
Permits will be issued to persons who are residents of a dwelling unit on or along any street or portions of a street upon which parking is restricted by Subsection 7-46.2 or Subsection 7-46.3 for every vehicle owned or leased by such person and registered in the State of New Jersey for the zone in which the dwelling unit is located. Permits will be issued to passenger vehicles only.
b. 
Permits will be issued to persons who are residents of a dwelling unit on or along any street or portions of a street upon which parking is restricted by Subsection 7-46.2 or Subsection 7-46.3 for the zone in which the dwelling unit is located for vehicles of their visitors. However, no more than four such permits shall be issued and outstanding at any one time for the use of visitors of any one dwelling unit on or along any said street upon which parking is restricted by Subsection 7-46.2 or Subsection 7-46.3.
c. 
Temporary permits, valid for only one day, will be issued to persons who are residents of a dwelling unit on or along any street or portions of a street upon which parking is restricted by Subsection 7-46.2 or Subsection 7-46.3 for the zone in which the dwelling unit is located for vehicles of their visitors. However, no more than four such temporary permits shall be issued and outstanding at any one time for the use of visitors of any one dwelling unit on or along any said street upon which parking is restricted by Subsection 7-46.2 or Subsection 7-46.3.

a. 
Application for parking permits under § 7-46 shall be made in writing to the Chief of Police or his/her designee, upon such forms as may be provided.
b. 
An applicant for a parking permit(s) under § 7-46 shall show to the Chief of Police, or his/her designee, satisfactory evidence that he fulfills all the conditions required for the issuance of such permit. It shall be unlawful for any person to represent that he/she is entitled to a permit hereunder when he/she is not so entitled.
c. 
Permits will only be issued to passenger vehicles with valid registrations issued by the State of New Jersey.
d. 
An applicant may only apply for a permit for the zone in which he/she resides.

a. 
Permits issued pursuant to Subsections 7-46.4a and 7-46.4b shall have no expiration date. Permits issued pursuant to Subsection 7-46-4c will only be valid for the day listed on the permit, and they will expire at the end of that day. Permits issued pursuant to Subsection 7-46.4a will remain valid during the ownership period of such vehicle, provided the applicant still resides in the dwelling unit for which the permit was issued. Permits issued pursuant to Subsection 7-46.4b will remain valid provided the applicant still resides in the dwelling unit for which the permits were issued.
b. 
Whenever the conditions upon which any permits were issued under Subsections 7-46.4 and 7-46.5 no longer exist, any person holding such permit shall surrender the same to the Chief of Police or his/her designee. It shall be unlawful to fail to surrender a permit to which he/she is no longer entitled or to park a vehicle displaying such permit at any time when the holder of such permit is not entitled to hold it.
c. 
Each permit shall only be valid in the zone for which it is issued and as identified on the permit.

a. 
The permits issued to residents under Subsection 7-46.4a will be in the form of a sticker which shall be affixed to the left rear window or left rear windshield of the vehicle for which the permit was issued. All permit stickers will identify the Municipality-Township of West Orange, New Jersey; the type of permit-On Street Residential Parking Permit; the Zone Number; and the Permit Number.
b. 
The permits issued to residents under Subsection 7-46.4b will be in the form of a placard which shall be hung from the interior rear view mirror of the vehicle of a visitor of the resident to which the permit was issued. All permit placards will identify the Municipality - Township of West Orange, New Jersey; the type of permit - Visitor, On Street Residential Parking Permit; the Zone Number; and the Permit Number.
c. 
The temporary permits issued to residents under Subsection 7-46.4c will be in the form of a paper placard which shall be placed on the dashboard of the vehicle of a visitor of the resident to which the permit was issued. All permit placards will identify the Municipality - Township of West Orange, New Jersey; the type of permit - Temporary, On Street Residential Parking Permit; the Zone Number; and the Permit Number.

a. 
All other on street parking regulations as established by this chapter that pertain to streets established as restricted parking streets in Subsection 7-46.2 or Subsection 7-46.3 remain in effect.
b. 
All other on street parking regulations as established by this chapter, the chapter pertaining to General Police Regulations and the chapter pertaining to Land Use Regulations as they pertain to the on-street parking of commercial vehicles, trucks, tow trucks, flat bed trucks, truck tractors, trailers, semitrailers, road tractors, pole trailers, vehicles with dual rear wheels, busses, construction equipment and recreational vehicles remain in effect.

Service or delivery vehicles, including trucks, which are being used to make service calls or deliveries to persons who are residents of a dwelling unit on or along any street or portions of a street upon which parking is restricted by Subsection 7-46.2 or Subsection 7-46.3 are exempt from the restrictions established by § 7-46.
a. 
Zone 7, Glen Road and Oakridge Road — Eight visitor permits issued to the administration of the Hazel Avenue School for use by school teachers, school staff and school visitors.
b. 
Zone 8, Eagle Terrace — One permanent residential permit and four visitor permits issued to the management of Llewellyn Terrace Garden Apartment, 234 Eagle Rock Avenue, for use by their tenants.

a. 
No fees shall be charged for:
1. 
The issuance of permits pursuant to Subsection 7-46.4a for parking stickers;
2. 
For up to four placards per dwelling unit pursuant to Subsection 7-46.4b; and
3. 
For temporary placards issued pursuant to Subsection 7-46.4c.
b. 
Fees for replacement placards issued pursuant to Subsection 7-46.4b shall be $50 each.
c. 
Upon the change in occupancy of a dwelling unit on or along any street or portions of a street upon which parking is restricted by Subsection 7-46.2 or Subsection 7-46.3, up to four placards will be issued pursuant to Subsection 7-46.4b at no fee to the new occupants provided the placards in the possession of the previous occupant were returned as required by Subsection 7-46.6. The fee to reissue unreturned placards shall be $50 each.

Any person who violates any provision of § 7-46 shall, upon conviction thereof, be punished by a fine of $50 for each such violation, and each day in which such violation continues shall constitute a separate violation or offense.
