The West Orange Township Council shall by ordinance establish
titles for public employment by the Township of West Orange and salary
ranges for West Orange Township employees. These titles shall conform
to the New Jersey Civil Service Act and regulations promulgated by
the New Jersey Department of Personnel.

The West Orange Township Council shall by resolution adopt and
amend from time to time personnel policies and procedures required
to comply with applicable Federal and State employment law. The personnel
policies and procedures adopted pursuant to such resolution(s) shall
be applicable to all officials, appointees, employees, prospective
employees, volunteers and independent contractors of the Township
of West Orange.

The Mayor of the Township of West Orange shall be responsible
to implement and enforce the personnel practices adopted by ordinance
or resolution authorized pursuant to this section. If there is a conflict
between such personnel policies and procedures and any duly adopted
and lawful collective bargaining agreement, personnel services contract,
or Federal or State law, the terms and conditions of that contract
or law shall prevail. In all other cases, the policies, procedures,
and practices adopted pursuant to this ordinance shall prevail.

The purpose of this chapter is to establish residency preference
for candidates for uniformed municipal employment for the Township
of West Orange.

The term civilian does not include Police and Fire positions.

a.
Before any person shall be appointed as member of the Police Department,
the Appointing Authority shall classify all of the qualified applicants
for the position or positions to be filled in the Police Department
in accordance with N.J.S.A. 40A:14-123.1a. in the following classes:

Within each such classification, duly qualified applicants who are
veterans shall be accorded all such veterans' preferences as
are provided by law. Persons discharged from the service within six
months prior to making application to the Township who fulfill the
requirements of N.J.S.A. 40A:14-123.1, and who thereby are entitled
to appointment notwithstanding their failure to meet the New Jersey
residence requirement at the time of their initial application shall
be placed in Class 3.]

In making such appointments, the Appointing Authority shall first
appoint all those in Class 1 and those in each succeeding class in
the order above listed, and shall appoint a person or person in any
such class only to a vacancy or vacancies remaining after all qualified
applicants in preceding class or classes have been appointed or have
declined an offer of appointment.
d.
The classes of qualified applicants defined in subsection 9-2.4a shall be considered as separate and successive lists of eligibles, and the Civil Service Commission shall, when requested to certify eligibles for positions specified in this section, make such certifications from the classes separately and successively, and shall certify no person from any such class until all persons in the preceding class or classes have been appointed or have declined offers of appointment.
e.
This section shall apply only to initial appointments and not to
the promotional appointments of persons already members of the Police
Department.

in accordance with N.J.S.A. 40A:14-10.1a in the following classes:

to making application to the Township who fulfill the requirements
of N.J.S.A. 40A:14-10.1 and who thereby are entitled to appointment

The purpose of this section is to provide for the mandatory
use of direct deposit for all net pay of employees of the Township
of West Orange (the "Township"). The use of direct deposit will reduce
the costs of employee payroll to the Township's employees. P.L.
2013 c. 28 authorizes local governments to mandate direct deposit
for certain governmental employees effective after July 1, 2014 and
permits governing bodies to grant exemptions on such terms and conditions
as the governing body deems necessary.

All full-time and part-time employees and elected public officials
who receive compensation from the Township of West Orange are mandated
to have direct deposit of their net compensation as of December 31,
2017 in accordance with Chapter 28 P.L. 2013, as defined under N.J.S.A.
52:14-15f(b).

a.
Any employee exempted from mandatory direct deposit in accordance
with Chapter 28 P.L. 2013 shall be exempt from the direct deposit
mandate.
b.
The Township of West Orange Chief Financial Officer may grant exceptions
based (i) on the needs of the Township's administration of payroll;
and (ii) for good cause to Township employees who make a request,
in writing, for an exemption from the direct deposit mandate.
