The Township Committee shall appoint the Municipal Clerk for a term of three years. The Municipal Clerk shall be appointed and shall hold office as provided by N.J.S. 40A:9-133 et seq.
No person shall be appointed as Municipal Clerk unless he shall have a registered Municipal Clerk Certificate issued pursuant to N.J.S. 40A:9-133 et seq.

The Municipal Clerk shall perform all of the duties prescribed by law for such official, and shall perform the duties provided in this Code, and shall have such other duties and authority as may be determined by the Township Committee.
a. 
Perform all the statutory duties as described in N.J.S. 40A:9-133 et seq.
b. 
Perform all of the functions required of municipal clerks by the General Election Law (Title 19 of the New Jersey Statutes) and any other State law or Township ordinance and receive the fees prescribed therefor for the use of the Township.
c. 
Issue Alcoholic Beverage licenses as may be authorized by the Township Committee pursuant to the State Alcoholic Beverage Control Law (N.J.S. 33:1-1 et seq.) and ordinances of the Township.
d. 
Keep all records, resolutions, ordinances and minutes of the meetings of the Township Committee.
e. 
Issue all licenses required by law or ordinance, make all reports required by law or ordinance to the Township Committee and account monthly for all fees received by the Office of the Municipal Clerk.
f. 
See to it that all ordinances and notices of the Township of Green are properly advertised.
g. 
Take care of all correspondence of the Township and of the Township Committee.
h. 
Administer oaths.
i. 
Have such other, different and additional functions, powers and duties as may be prescribed by law, ordinance or regulation.
j. 
The Municipal Clerk shall also exercise all duties of a Township Administrator, as provided by N.J.S.A. 40A:9-136.
Compensation for the Municipal Clerk shall be established by the Township Committee in the Municipal Salary ordinance and set forth by resolution.
In the event of a vacancy in the Office of the Municipal Clerk, the Township Committee shall fill such vacancy in the manner and for the time as provided by law.
a. 
Creation of Office; Appointment. Pursuant to N.J.S. 40:46-2.1, there is hereby created the office of Deputy Municipal Clerk. The Deputy Municipal Clerk shall be appointed by the Township Committee for a term not to exceed one year, the expiration of the term to coincide with the end of the calendar year in which the appointment is made. Upon completion of the requirements in accordance with the New Jersey Department of Personnel rules and regulations, this appointment shall be deemed permanent.
b. 
Compensation. Compensation for the Deputy Municipal Clerk shall be established by the Township Committee in the Municipal Salary ordinance and as set forth by resolution.
c. 
Powers and Duties. The Deputy Municipal Clerk shall assist and be under the direction of the Municipal Clerk in the performance of his/her duties and shall perform such other duties as the Township Committee may prescribe. In the absence or temporary disability of the Municipal Clerk, the Deputy Clerk shall perform the duties of the Municipal Clerk.
