No person, except as provided in this chapter shall canvass, solicit nor call from house to house in the Township without first having registered with and received a permit from the Township Clerk.

Any person desiring a permit under this chapter shall first register with the Township Clerk and shall file with the Clerk an application in writing containing the following information:
a. 
Name of applicant.
b. 
Address of permanent home residence and local mailing address of applicant and telephone number.
c. 
A brief description of the nature of the business and the goods to be sold and/or the purpose of the proposed canvassing or solicitation.
d. 
If employed, the name and address of the employer, together with credentials establishing the exact relationship.
e. 
Name, address and telephone number of the person from whom goods making up the stock, if any, were or are to be purchased.
f. 
The names of at least two reliable individuals who will certify as to the applicant's good character and business respectability, or, in lieu of the names of references, such other available evidence as to the good character and business responsibility of the applicant and his employer, as will enable an investigator to properly evaluate such character and business responsibility.
g. 
The place or places of residence of the applicant for the next preceding three years.
h. 
Two recent photographs of applicant(s) (so as to sufficiently portray the applicant's features substantially as they exist at the time of making the application) approximately 1 1/2 inches by 1 1/2 inches in size.
i. 
A statement as to whether or not the applicant has been convicted of any crime, misdemeanor or violation of any municipal ordinance, the nature of the offense, and the punishment or penalty assessed therefore.
j. 
The names of the municipalities in the State of New Jersey in which applicant has canvassed or solicited within the three months next preceding the date of application.
k. 
If a vehicle is to be used, a description thereof, including state of registration, license plate number, the name and address of insurance carrier and insurance policy number.
l. 
Every applicant, as part of a complete application, shall submit a copy of a valid certificate of authority issued to the registrant by the New Jersey Division of Taxation, empowering the registrant to collect sales tax as required by N.J.S.A. 54:32B-15.
m. 
A statement to the effect that if the permit is approved, it will not be used or represented in any way as an endorsement of the proposed solicitation by the Township or by any of its officers or departments.
n. 
A notary public shall attest to the signature of the applicant on the application.
o. 
Proof of insurance coverage in the minimum amount of $100,000 per person/$500,000 per occurrence for general liability and $50,000 for property damage.

a. 
Following the filing of a complete application, the Township Clerk shall make or cause to be made such investigation as he deems necessary to verify the information set forth therein; the Clerk shall thereupon signify his approval or rejection on the application, and if approved shall issue the permit to such applicant. A permit application shall be processed and approved or rejected within seven business days of submission of a complete application. In addition to the license, each solicitor, peddler, or canvasser shall receive a badge. To each such badge shall be affixed one photograph and the signature of the solicitor, peddler, or canvasser.
b. 
A permit shall not be issued until receipt of fees as required by Chapter 8. Each permit issued shall be valid for the period of one year from the date of issuance.

The following regulations shall apply to all persons permitted under the provisions of this chapter:
a. 
No permit or badge issued under the provisions of this chapter shall be used or worn by any person other than the one to whom it was issued, nor shall it be transferred in any way or manner.
b. 
No permittee shall have any exclusive right to any location in the public streets, nor shall any be permitted a stationary location, nor be permitted to operate in any congested area where his operations might impede or inconvenience the public.
c. 
Permittees are required to carry the permit and/or badge with him and exhibit their permits and/or badges at the request of any citizen.
d. 
No person shall be permitted to peddle, solicit or canvass before 10:00 a.m. or 9:00 p.m. on any day.
e. 
Residents and private companies of the Township may post a sign at their residence containing the words "no solicitations." Said sign shall not exceed a height of two feet or an area of 1 1/2 square feet and shall be placed on the resident's property at or near the mailbox or driveway. Said sign shall not impede traffic and/or site distance. Anyone licensed or registered to solicit or canvass pursuant to this chapter is hereby prohibited from canvassing or soliciting at any residence posted with a sign indicating "no solicitations."
f. 
Upon expiration of the permit the permittee shall surrender the permit and all associated badges to the Township Clerk.

This chapter shall not affect any person engaged in the delivery of goods, wares or merchandise or other articles or things in the regular course of business to the premises of persons ordering or entitled to receive the same, nor shall it apply to any person engaged in activities on behalf of a charitable or religious association or any community, civic, educational, or political organization where the entire net proceeds of such sales inures to the benefit of such organization. This chapter shall not in any manner restrict or abridge the rights and privileges of persons holding State licenses issued to veterans and exempt volunteer firemen who may come within the effect of N.J.S.A. 45:24-9, et seq.

A license may be revoked by the Administrator or Township Clerk after conferring with the Mayor and Township Committee by reason of violation of the terms of the license, the violation of any Township ordinance or State or Federal statute or falsification or fraud in applying for the license. The licensed person may, upon making application to the Township Clerk in writing, request a hearing by the Township Committee upon the revocation or suspension of the aforesaid license.

Any person required by this section to procure a license who violates its terms or who violates any of the provisions of this chapter shall, upon conviction, be liable to the penalties as set forth in Chapter 1, § 1-5, General Penalty.

a. 
All the residents of the Township may register their name, address and/or unit/apartment number with the Township Clerk to be placed on the "No Knock List," indicating that they do not want peddlers of any sort to approach their homes and/or seek personal contact with the occupants of the registered home. The Township Clerk shall provide the registration form, which shall be available during normal business hours. By registering for the "No Knock List", the resident chooses to allow the Green Township Fire Department and Allamuchy-Green First Aid Squad to be exempt.
b. 
Residents shall remain on the "No Knock List" until such time as they advise the Township Clerk in writing that they wish to be removed from the list.
c. 
The Township Clerk shall maintain a "No Knock List", a copy of which shall be provided to all persons and organizations required to obtain a license or register pursuant to Chapter 11. The list shall be updated periodically.
d. 
It shall be unlawful for any peddler to approach and/or seek personal contact with the occupants thereof if that residence is registered on the "No Knock List". Anyone violating this subsection shall be subject to a fine of not less than $50 nor more than $100 for each violation.
e. 
Upon completion of registration on the "No Knock List", the subscriber shall receive a decal stating "DO NOT KNOCK — Registered on the "No Knock List" with Green Township Clerk's Office - VIOLATORS WILL BE PROSECUTED", which must be displayed in a clearly visible location (i.e., front door or window adjacent to the front door).
