A.
The following rates are hereby fixed for the sale of water by the Park Ridge Water Department within the Borough of Park Ridge and so much of the Borough of Woodcliff Lake as is serviced by the Borough of Park Ridge Water Department:

Meter service rates. Whenever the term "fixed charge" is used in this article, said fixed charge shall be in addition to any applicable charges for water consumption:

General meter service. This rate shall be applicable to use of water supplied through meters.
(a)
Fixed charge: does not include any water consumption.

Usage rate per thousand gallons:

Tier 1: Quarterly usage less than or equal to 63,000 gallons: $5.94.

Tier 2: Quarterly usage between 63,000 gallons and 135,000 gallons: $6.27.
[c]
Tier 3: Quarterly usage greater than 135,000 gallons: $6.60.
The usage rates above include the State Water Tax pursuant to L. 1983, c. 443.[1]

General metered service - Senior citizens.
(a)
This rate shall be applied to use of water supplied through residential meters when the following criteria and conditions are met:

Customer must be at least 65 years of age or totally disabled.
[2]
Customer's household income which is that total income earned by all residents of that household is not to exceed $35,000 from all sources taxable and non-taxable, but not including social security.
[3]
Customer must qualify for senior citizen state tax exemption of real property or for the state regulated Lifeline Program.
[4]
All senior citizens to be recertified annually.
[5]
The Chief Financial Officer shall be the enforcing agent.
(b)
Senior citizen rates shall be as follows:

Fixed charge per quarter: $11.38.

Metered rates: all water usage per quarter will be billed using a three tier rate structure as follows:

Tier 1: Quarterly usage less than or equal to 63,000 gallons: $2.97.

Tier 2: Quarterly usage between 63,000 gallons and 135,000 gallons: $3.14.

C.
Unmetered service for fire protection. This rate shall be applicable to use of unmetered private fire service and shall be charged for each premise so serviced.

Replacement of damaged meters: actual cost including parts and labor.

Trouble call-out (when problem is unrelated to service provided by the Park Ridge Water Department): actual cost including parts and labor.
