A. 
Notwithstanding any other local law or any ordinance of the Village of Munsey Park, every person convicted of a violation of any Village parking regulation that is not a violation of any provision of the Vehicle and Traffic Law of the State of New York shall be punishable by a fine not exceeding $750 or imprisonment for not more than 15 days, or both.
B. 
Each day that a violation of the Village parking regulations that is not a violation of any provision of the Vehicle and Traffic Law of the State of New York shall continue shall be deemed a separate and distinct offense.

No person shall park or leave standing any motor vehicle in the Village of Munsey Park in such a manner as to obstruct the traffic on any public highway nor shall any person park or leave any vehicle standing on the left side of any public highway as determined by the direction in which said vehicle fronts or faces.
A. 
Parking within the Village of Munsey Park by any motor vehicle is prohibited as follows:
(1) 
On all public highways within the Village between the hours of 2:00 a.m. and 6:00 a.m.
(2) 
On Copley Road at all times.
(3) 
On Abbey Road for a distance of 100 feet in either direction from its intersection with Copley Road, at all times.
(4) 
On Allston Place, Sargent Place and on Abbey Road between Remington Road and Whistler Road, except as otherwise prohibited in Subsection B herein, for longer than 30 minutes, between the hours of 6:00 a.m. and 1:00 p.m.
(5) 
On Ridge Circle, Ridge Crescent, Thayer Road, Nassau Avenue, the east side of Munsey Place and on Park Avenue, west of Thayer Road between the hours of 9:00 a.m. and 12:00 noon, Monday through Friday.
(6) 
On the south side of Hunt Lane from Manhasset Woods Road to Remington Road.
(7) 
On any public or private street, road, plaza or highway or upon any public park, land or upon any lot or open spaces within the Village of Munsey Park at all times, except such parking as shall be incidental to the transaction of business or normal intercourse with the several residents of the Village of Munsey Park or except such parking as is due to accidental or temporary disability.
B. 
Parking of any motor vehicle on any public highway in the Village of Munsey Park during the hours of 9:00 a.m. to 5:00 p.m., Monday through Friday, shall be limited to a maximum of three hours.
C. 
There shall be no parking or standing at any time of any motor vehicle on any grass, lawn shoulder or any area adjacent to any public highway in the Village of Munsey Park, except where otherwise allowed in this section, other than an approved driveway.
D. 
There shall be no parking or standing on property in any residential district of the Village of Munsey Park of any motor vehicle bearing commercial logos, commercial trademarks, or commercial license plates, except as hereafter provided:
(1) 
When an emergency exists.
(2) 
When necessary and incidental to the transaction of business at the residence adjacent to the location of such motor vehicle and then only between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, and 8:00 a.m. and 12:00 noon on Saturday.
E. 
There shall be no parking or standing on public or private property in the Village of Munsey Park of any mobile home or manufactured home, house trailer, house coach, camping trailer, boat transporter, boat or other watercraft and/or other vehicles over eight feet in height and/or with more than four wheels.
F. 
Any person, firm or corporation who or which shall violate Subsections C, D, E and/or F shall, upon conviction, be punishable as provided in Chapter 1, General Provisions, Article II, Penalties.

A. 
No person shall drive or operate any motor vehicle on any public highway in the Village of Munsey Park in excess of the lower of:
(1) 
The posted speed on any such highway; or
(2) 
If there is no posted speed on such highway, at a rate of speed in excess of 25 miles per hour.
B. 
The provisions of this section shall not apply to ambulance, fire or police vehicles when proceeding upon emergency calls.
No person shall drive any motor vehicle over any sidewalk, footpath or in any public park in the Village of Munsey Park for any purpose except when an approved driveway traverses such sidewalk and except where the same may be necessary in order to reach land upon which a building is being erected where no driveway has been established.
The owner or such person in whose name is registered any vehicle parked within the Village of Munsey Park in violation of the provisions herein shall be liable for such violation and be subject to the fines and penalties prescribed in Article II, herein.
The Board of Trustees at any regular or special meeting may by resolution duly presented and adopted enact and enforce any regulation with regard to the flow of traffic at any street intersection or crossing within the Village of Munsey Park which in its judgment will tend to protect the life, safety and welfare of pedestrians, and to direct the installation and erection of such stop or other signs or signals it may deem advisable or necessary to carry out the intention of this article.
Heavy trucks, as hereinafter defined, are excluded from, and shall not pass along, upon or through Copley Road, Park Avenue, Nassau Avenue or Manhasset Woods Road, except when using said streets for the purpose of receiving or delivering merchandise or other lading within the Village of Munsey Park or except when using said streets for the purpose of proceeding to a construction site within the Village of Munsey Park where such heavy truck shall be necessary to the completion of such construction, and, in such cases, in passing over such street, such heavy truck must go directly to the place of delivery or to the place where such merchandise or materials are to be obtained, or to such construction site, and must leave such street without any avoidable delay. Heavy trucks within the meaning of this section shall be and include any trucks, self-propelled machinery, trailers or any other vehicle, however moved or propelled, weighing five tons or more, either loaded or unloaded.
A. 
Any future signage shall be placed upon resolution of the Board of Trustees.
B. 
The words and phrases used in this article, where appropriate, shall have the meanings given in the New York State Vehicle and Traffic Law under Article I thereof.
A. 
The Board of Trustees of the Village of Munsey Park find that the disregard by persons of summonses issued for violation of laws, rules or regulations involving parking, standing or stopping of motor vehicles is detrimental to the health, safety and welfare of the residents of Munsey Park and that such disregard contributes to the development of an attitude of lack of respect for local laws and the enforcement thereof. It is therefore the intent of the Board of Trustees of the Village of Munsey Park as an exercise of its police power to promote the general health, safety and welfare of the residents of Munsey Park by enacting this section.
B. 
Upon the failure of a person or owner of a motor vehicle to appear or answer, on or before the date or any subsequent adjourned date, a summons or summonses charging that said person or owner permitted a motor vehicle to be operated, parked, stopped or standing in violation of the provisions of this article, the fine that would ordinarily be imposed shall be doubled and an administrative fee of $15 for each and every month thereafter that said person or owner permits said summons or summonses to remain unanswered shall be added to each such summons.
A. 
Definitions: As used in this section, the following terms shall have the meanings indicated:
ABANDONED VEHICLE
Any motor vehicle left unattended within the Village of Munsey Park as defined in New York State Vehicle and Traffic Law § 1224.
DESIGNATED PERSON
An officer, member of the Board of Trustees of the Village of Munsey Park, an employee of the Village of Munsey Park, an employee of the Nassau County Police Department or any person or organization designated by the Board of Trustees for the removal and storage of abandoned vehicles.
B. 
Authority to remove abandoned vehicles. Any designated person may remove or cause to be removed and impound or cause to be impounded any motor vehicle:
(1) 
Which is an abandoned vehicle.
(2) 
Which is parked or left standing on any public highway during a snowstorm, flood, fire or public emergency or which constitutes an obstruction to traffic.
C. 
Redemption of impounded vehicles. After removal of any motor vehicle as provided in this article, any designated person may cause such motor vehicle to be stored in a suitable place at the expense of the owner thereof. The vehicle may be redeemed upon payment to any designated person of the amount of all expenses actually incurred in effecting such removal plus charges for storage and payment of all fines outstanding for Village parking summonses issued to the vehicle or its registered owner, including as provided for in Vehicle and Traffic Law § 1224, Subdivision 7. All such fines and storage charges shall be paid by cash, bank or certified check or money order payable to the order of the Village of Munsey Park. Removal and storage charges shall be determined by the Board of Trustees.
D. 
Report of impounded vehicles. The Village Clerk shall, without delay after she/he becomes aware thereof, report to the Mayor and the Nassau County Police Department the disposition of any such removed vehicles; and shall strive to ascertain the owner of the vehicle and to notify him of the removal and disposition thereof and to inform such person of the amount which will be required to redeem same.
E. 
Exculpation of Village. Neither the Village nor any designated person shall be liable to the owner, lessee or occupant of any such removed vehicle for any damage thereto resulting from or occurring during such removal and storage, unless same is caused by the willful act or gross negligence of the Village or such designated person or organization, nor shall the Village or any such designated person or organization be liable for any inconvenience or expenses sustained by the owner or person using such removed and stored vehicle.
