disregard by persons of summonses issued for violation of laws, rules

of an attitude of lack of respect for local laws and the enforcement
thereof. It is therefore the intent of the Board of Trustees of the
Village of Munsey Park as an exercise of its police power to promote
the general health, safety and welfare of the residents of Munsey
Park by enacting this section.
