There is hereby established a department of the municipal government which shall be known as the "Street Department." It shall embrace the Street Superintendent and the employees.

The City Council standing Committee on Streets and Alleys shall exercise a general supervision over the affairs of the Street Department. It shall ascertain the needs and conditions thereof and shall, from time to time, report the same to the Mayor and City Council.
