A Municipal Court for the Borough of Roosevelt is established, as of January 1, 1949, pursuant to the provisions of Chapter 264 of the Laws of 1948, as amended and supplemented.
The name of the Municipal Court shall be the "Municipal Court of the Borough of Roosevelt."
The Municipal Court shall have a seal which shall bear the impress of the name of the Court.
There shall be a Municipal Court Judge of the Municipal Court, who shall be appointed by the Mayor and Council, and who shall serve for a term of three years from the date of his appointment and until his successor is appointed and qualified.
The Municipal Court Judge shall receive an annual salary as shall be determined by the Mayor and Council and which salary shall be provided in the Salary Ordinance of the Borough.
The Municipal Court and the Municipal Court Judge thereof shall have, possess and exercise all the functions, powers, duties and jurisdiction conferred by the provisions of Chapter 264 of the Laws of 1948, as amended and supplemented or by any other law.
There shall be a Municipal Court Administrator who shall be appointed by the Mayor and Council and who shall serve for a term of three years from the date of his appointment and until his successor is appointed and qualified. He shall perform such functions and duties as shall be prescribed for him by law, the rules applicable to Municipal Courts and by the Municipal Court Judge. The Municipal Court Administrator shall receive a salary as shall be determined by the Mayor and Council and which salary shall be provided for in the Salary Ordinances of the Borough.

Pursuant to law, the Borough currently operates a Joint Municipal Court with Millstone Township, which Court is located in the Millstone Township Municipal Building. The Municipal Court Judge shall sit at a designated hour on a designated number of days each week, and he shall sit from the designated hour on the designated days until the calendar is completed, and at such time as the business of the Court may require, subject to the rules applicable to Municipal Courts. The designated hour and designated days, unless otherwise provided by rules applicable to Municipal Courts, shall be fixed by the presiding Municipal Court Judge.

There shall be a Municipal Court Public Defender appointed by the Borough Council. The Municipal Court Public Defender shall serve for a term of one year from the date of appointment and until the successor shall be appointed and qualifies. The Municipal Court Public Defender shall be an attorney-at-law of the State of New Jersey and shall provide all necessary and desirable legal counsel and advice required for the defense of cases in the Municipal Court of the Borough on behalf of those indigent defendants who are entitled by law to appointment of counsel.
A person applying for representation by the Municipal Court Public Defender shall be required to pay an application fee of $200. The Municipal Court may waive the required application fee, in whole or in part, if the Court determines, in its discretion, upon a clear and convincing showing by the applicant, that the application fee represents an unreasonable burden on the person seeking representation.
