A. 
No wall, structure, building or part thereof shall hereafter be built, enlarged, or altered within the City of Owensville, Missouri, until a plan of the proposed work, together with a statement of materials to be used, shall have been submitted in writing in duplicate to the Administrative Official, who shall, if such proposed work is in accordance with the provisions herein contained, issue a permit for the proposed construction. Such permit shall be in duplicate and in such form as may be adopted by resolution of the Board of Aldermen, and one (1) copy thereof shall be kept on file in the office of the City Clerk.
B. 
Ordinary repairs and minor alterations not involving any change in major structural parts such as walls, beams, girders, chimneys and flues, involving a cost of not more than one thousand dollars ($1,000.00); or minor changes or repairs in electrical wiring or equipment, shall not require the issuance of a permit.
C. 
No building shall be moved until a similar permit has been obtained from the Administrative Official. No such permit shall be issued if the proposed new location would seriously increase the fire hazards to the surrounding buildings.
D. 
When any wall, structure, building, or part thereof shall be constructed within the limits of the City of Owensville, Missouri, without a permit or contrary to the provisions of any applicable ordinance, it shall be taken or torn down or removed, and the expense incident thereto shall be recovered of the owner of said property by suit in a court of competent jurisdiction.

Any new commercial or residential construction permit fees shall be calculated using a formula as set forth below. The multiplier used within the formula shall be set by ordinance passed from time to time by the Owensville Board of Aldermen. The multiplier shall be set at 0.0036. The permit fee formula is as follows:
Cost of project x 80% (0.80) x the multiplier (0.0036)

B. 
When construction has commenced without a permit, the permit fee shall be twice the original amount to cover the additional inspections and the time necessary to insure compliance with the code. When construction has begun under the authorization of a permit but the permit holder has failed to obtain the required inspection and the construction has passed the stage in which the inspection can be reasonably done, then an additional twenty-five percent (25%) of the original permit fee [twenty-five dollars ($25.00) minimum] will be charged.
