In loading or unloading vehicles, sidewalks shall not be obstructed
in an unreasonable way nor for an unreasonable length of time. Sidewalks
are to be protected against damage caused by vehicles loading or unloading.
No procession or parade, except the forces of the United States
Army or Navy, military forces of this state and the forces of the
Police and Fire Department, shall occupy, march or proceed along any
street except in accordance with a permit issued by the Chief of Police
and such other regulations as are set forth herein which may apply.
Any person violating the provisions of this article shall be
subject to the following fines, together with the costs or prosecution.
A. Section
195-21, Vehicle use: up to $15.
B. Section
195-22, Obstruction of sidewalk: not less than $5 nor more than $10.
C. Section
195-23, Parade permits: not less than $5 nor more than $10.
