No person or persons shall lay or construct or relay any sewer on any street or alley within the Borough with pipe less in size than the opening in the main to which said pipe is to be connected.
No sewer shall be laid on any premises for vault or house connection without a trap, said trap to be placed between the house and the first branch or opening, and shall be vented to three inches above the ground and be capped. There shall also be a trap between an outside vault and the main, said trap shall be vertically capped.
No sewer pipe or drain pipe shall be covered on any street or alley or private property until after the same shall have been inspected by such persons or person as may from time to time be designated by the Council of said Borough.[1]
