All references in any prior ordinances or resolutions of the
Board of Commissioners or to any board, body, committee, commission,
department or office shall be taken and constructed to mean such board,
body, committee, commission, department, office or officer to which
the respective functions, powers and duties are allocated and assigned
by this Code.

On the effective date of this Code, the functions, powers and
duties of personnel engaged therein and all records and property of
the City relating thereto, except as otherwise specifically provided
by this Code, are transferred to the respective departments, offices
and agencies to which they are allocated and assigned by this Code.

All actions and proceedings of a legislative, executive or judicial
character which are pending upon the effective date of this Code are
continued and the appropriate officer or employee under this Code
shall be substituted for the officer theretofore exercising or discharging
the function, power or duty involved in such action or proceedings.
